This book presents an overview of political economic change in Vietnam during a period of significant social and economic change and an era of international turbulence. It combines various political economic perspectives to offer an integrated and comprehensive review of Vietnam’s recent development, discussing topics such as public administrative reform, labour markets and special economic zones, environmental management and other important contemporary issues. This concise and highly readable book includes a considerable amount of research, and as such provides valuable insights for scholars and researchers interested in political economic change and in Vietnam.

This title examines the impact of market forces on the efforts to build and consolidate more democratic media in Asia. Democratic forces in the Philippines, South Korea and Indonesia have loosened the grip of authoritarian governments, while even in tightly controlled regimes such as China and Vietnam, the media landscape is changing.

This book is the first ethnography on Vietnam’s contemporary dissident movement. As a country that became known and is still remembered as one of the last remnants of Communist revolutions, Vietnam has managed to lift itself from one of the poorest war-torn post-colonies to one of the fastest growing market economies in Southeast Asia. Yet, while holding on to the legacy of a communist-led liberation movement, the present-day Communist Party of Vietnam (CPV) finds itself subject to political challenges from below. In recent years, dissident voices critical of the party-state's malgovernance over social, economic and environmental issues have mushroomed across classes, generations and provinces. Based on extensive ethnographic data, this book explores distinct political practices and political ideas of Vietnam's dissidents. It examines different anti-capitalist and anti-authoritarian practices of democracy, labour, peasant and religious activists and reveals that anti-capitalist and anti-authoritarian practices are—at times—motivated by nationalist, anti-communist and statist ideas and ideologies. Understanding this dissonance between political practices and political ideas within the context of global capitalism and coloniality lies at the heart of this book.

This book explores how Vietnam's leadership conceptualises and conducts public diplomacy (PD) and offers a comparative analysis with regional powers. Drawing on social constructivism as its theoretical framework it investigates the rationale behind an authoritarian regime's implementation of public diplomacy to contribute to a better understanding of the broader framework of foreign-domestic policy. This theoretical and practical exploration of Vietnam's PD in cases of cultural diplomacy, South China Sea diplomacy and online activism situates it in the general academic and theoretical discussion on soft power. Key variables to the conceptualisation and conduct of Vietnam's PD, namely national interest, national identity and changing information technologies, especially the Internet and social media, are also thoroughly investigated. With crosscutting themes ranging from politics and international relations to communication studies, it will appeal to students and scholars of identity politics, populism and nationalism.

Over the past two decades, the fixation on anti-state content has shaped the way Vietnamese authorities deployed various censorship strategies to achieve the dual goals of creating a superficial openness while maintaining a tight grip on online discourses. These considerations dictated how several regulations on Internet controls were formulated and enforced. Vietnamese censors also selectively borrowed from China’s online censorship playbook, a key tenet of which is the fear-based approach. The modus operandi for the authorities is to first harp on what they perceive as online foreign and domestic threats to Vietnam’s social stability. Then those threats are exhaustively used to enforce tougher measures that are akin to those implemented in China. But unlike China, Vietnam has not afforded to ban Western social media platforms altogether. Realizing that they would be better off exploiting social media for their own gains, Vietnamese authorities have sought to co-opt and utilize it to curb anti-state content on the Internet. The lure of the Vietnamese market has also emboldened Facebook and Google’s YouTube to consider it fit to acquiesce to state censorship demands. The crackdown on anti-state content and fear-based censorship are likely to continue shaping Vietnam’s Internet controls, at least in the foreseeable future. The question is how both Internet users and the authorities will make the most of their unlikely—and fickle—alliance with social media to fulfil their agendas.
