This policy brief presents results and policy insights drawn from the OECD Green Recovery Database. The database shows that while USD 336 billion has been allocated towards environmentally positive measures within COVID-19 recovery packages, this total is almost equally matched by funding channelled to measures categorised as having mixed or negative environmental impacts. Furthermore, the spending allocated to green measures represents only around 17% of total COVID-19 recovery spending announced by governments. The small proportion of green measures implies that overall packages may not deliver the transformational investments needed. The sectoral split of environmental measures also points to missed opportunities. Given these findings, this policy brief concludes with policy steps governments can take to ensure that recovery packages are better aligned with environmental goals.

Since the last update in April 2021, recovery measures with positive impacts on the environment have increased significantly, both in terms of number and budget. However spending on environmentally positive measures still represents only 21% of total COVID-19 recovery spending (up from 17%) with environmentally negative and mixed measures accounting for 10%. Furthermore, ongoing annual support to fossil fuels will likely surpass all the one-off green recovery spending in the next couple of years and undermine efforts to meet the Paris climate goals. Skills development and innovation are still insufficiently addressed in green recovery plans, even though they are essential for achieving a rapid and just transition to net-zero emissions.

Since the previous update in September 2021, the budget allocated to environmentally positive measures increased from USD 677 billion to USD 1 090 billion, while recovery spending with 'mixed' impacts increased from USD 163 to 290 billion. The Brief also explores how well-designed green recovery plans can generate the double dividend of enhanced energy security and better environmental outcomes, in the face of energy security concerns triggered by the war in Ukraine.
