Excerpt from Seventy-Ninth Annual Report of the Receipts and Expenditures of the City of Manchester, New Hampshire: For the Year Ending December 31, 1928, Together With Other Annual Reports and Papers Relating to the Affairs of the City We are here today and have just given our solemn oath to guard and administer the affairs of our City to the best of our ability and with the same call for honesty and application of justice that makes for success in other walks of life. It is very gratifying to note the emphatic endorsement of the last administration as reflected in the re-election of so many office-holders and to know that our policies and plans meet public approval and should be continued. Manchester is certainly thankful in having on its several commissions able men of unquestioned integrity, who give freely of their time and experience for our common welfare and for the proper and efficient functioning of our several departments, all practicing safe and sane economy yet vying with each other in an honest endeavor to constantly improve or better the protection or service given our City. We are most fortunate to have at the head of our departments experienced men who are well supported by a worthy personnel, knowing full well their efficiency, their devotion to duty and their willingness to co-operate in all matters for our general betterment. It is a custom in taking over the direction of the affairs of our City, to present for the consideration of its administrators all suggestions for improvement, betterment and progress which seems to impose themselves. I will not detain you at great length, but briefly enumerate a few of the urgent and more important problems facing us. We should maintain and help perfect whenever possible our several civic departments on a high plane of efficiency, commensurate with our needs and income. We should lend our best efforts to each and every one of them, so that the taxpayers will receive the maximum return for the money spent. The prevention work accomplished by our Board of Health is beyond praise and should be continued and extended to take care of hundreds of our unpriviliged school children. This humanitarian endeavor could be effected at a very nominal cost and would tend to insure a healthier future citizenry. We should be proud of the efficient direction displayed in the administration of our Schools and always strive to keep and maintain our high standards on a par with those of the State Board of Education. The protection afforded by our Police and Fire Departments is commendable and should always be maintained adequate and sufficient.
