The paper briefly discusses the main economic developments in Poland since its accession to the EU in May 2004 and sees how they relate to the regulatory environment and policies which the EU imposes on the member states. The paper starts with a brief description of principles, legislation and policies adopted in the EU, which influence the decisions made by the government, as well as entrepreneurs, investors, companies and workers. Next it discusses outcomes that were anticipated to occur as a result of the 2004 accession. Economic developments in Poland in two years of EU membership are presented in the last section. It starts with the macroeconomic performance, including economic growth and nominal convergence. The effects of Poland's participation in the single market on Polish trade (goods and services flows), capital flows (foreign direct investments - FDI), and labor flows (and specifically migration to the EU-15) are also discussed. The size and destination of EU funds committed to Poland are presented. The final paragraph confronts the factual results of the economic processes, highlighting the public's perception of Poland's accession and their assessment of the outcomes both for their country and for themselves as individuals. Even though the paper concerns the recent period of 2004-2006 there are frequent references to developments that took place in Poland in the pre-accession period. This is because the country's integration into the EU economy was a gradual and lengthy process which had formally been initiated in December 16, 1991 when Poland and the EU signed the Europe Agreement.

By all accounts, the case of Poland and its segue to market economy and democracy is a success story: 30 years of uninterrupted growth and development, infrastructure expansion, and modernization of the economy and society. Epochal changes have unfolded in a timespan of merely three decades. Change has taken place so fast that children born in late 1980s and onwards cannot remember what life in Poland under communism was like and cannot relate to it. Also, many elderly people, easy victims of romanticizing their own youth, tend to forget. As a result, the uniqueness of Polish transition and transformation, the boldness and efficiency of reforms, and the success that Polish society mastered together, tend to be undermined today both domestically and internationally. Poland has now been a member of the EU for more than 15 years. During that time, Poland’s image on the EU scene evolved from newcomer, through ‘model child’, champion of growth, to – in some respects – a maverick. This volume’s objective is to remind society, old and young, researchers, scholars and practitioners, that Poland’s success is an outcome of well-thought out and bold structural reforms implemented in a swift and timely manner, of society’s support for these reforms, and of third actors’ benign assistance. Looking back on the 30 years since the collapse of communism, and at the over 15 years of EU membership, this book offers an interdisciplinary, comprehensive and critical insight into factors and processes that have led to today’s Poland.

This book surveys Poland’s move from being a post-feudal, backward, peripheral country to being a modern, capitalist, European state: from the partition of the commonwealth of Poland and Lithuania to the abolishment of ‘second serfdom’; late industrialization to state socialism; post-partition fragmentation to post-Second World War westward dislocation; and from the ‘Solidarność’ movement to accession into the European Union. Could Poland really be considered an ‘underdeveloped’ nation throughout the last 200 years? What factors contributed to its ‘backwardness’? Has Poland yet managed to catch up with the West? This book, the first overview of the modern economic history of Poland to be published in English, addresses these and many other questions crucial for developing our understanding of the economic history of modern Central-Eastern Europe. The economic development of Poland is analyzed through data and statistics, as well as through analysis of the ideas that paved the way for the politics of economic and social modernization.

Last three years brought significant changes in the Polish economy. Poland's accession to the European Union in May 2004 has strongly affected all sectors of the economy. Those changes were expected before EU enlargement, but not precisely assessed. Before Poland joined EU, many estimations and analysis of the implications of the EU enlargement for new-comers were made. For example, on the basis of traditional as well as new theories of international trade E. Czarny and G. Lang (2001) concluded that human capital and capital intensive industries suffer after first of May 2004, concurrently income distribution in Poland significantly changes after all. From the present point of view, and three year experience of EU membership, there is a proper stage for evaluation of the short-run effects of the Poland's EU accession. Recent changes in Polish economy are assessed in terms of the labor market, international trade, and labor productivity. Comparing the previous findings, based mostly on the theories of trade, to the statistics of changes of the Polish economy in 2005 and 2006, we pointed out some conclusions concerning how expectations, assumptions and theoretical simulations are able to foreseen real economies of integration.

The end of communism and accession to the European Union have had a huge impact on Poland. This book provides an overall assessment of the post-1989 transformation in Poland. It focuses in particular on four key themes: economic transformation and its outcomes; the heritage of the past and national identity; regional development in Poland including the implications of EU accession for regional development; and political developments both before and after EU accession. In addition the book shows how changes in all these areas are related, and emphasises the overall common themes. The book is in memory of George Blazyca, of the University of Paisley, whose work on the political economy of transition in Poland is highly regarded, and who did a great deal to support the work of Polish academic colleagues and to promote the work of young scholars.
