"Rural youth populations shift over time and help shape future demographic patterns while impacting the options for states to achieve demographic dividends and reduce gender inequalities. Building on United Nations data, our analysis shows how past growth of the youth population (15 to 24-year-olds) was dramatic in Asia and the Pacific, while projections suggest a sharp rise in the youth population of sub-Saharan Africa (SSA) until 2050. These variable trajectories across regions are further accentuated by diverging rural and urban populations -- shaped both by differential fertility rates and by rural-to-urban migration. Youth sex ratios vary acutely between rural and urban sectors, driven largely by sex-specific migration. In some regions, male rural-to-urban migration leaves rural areas with higher numbers of women. Efforts to involve women in key roles in agriculture and to increase female productivity should be a primary concern to raise the demographic dividend. Indeed, large proportions of rural youth, of both sexes, lower dependency ratios and raise the urgency of accumulating human capital to increase their productivity. This document features the results of the Expert Meeting on Addressing the Challenges Faced by Rural Youth Aged 15-17 in Preparing for and Accessing Decent Work. The expert meeting took place from 25 to 28 October, 2016. It contributed to the identification of feasible and effective policies and actions to enable rural youth aged 15-17 to prepare for and access decent work. The agenda was organized around three main phases to reach three overarching objectives: (1) preparation for decent employment through education, skills development and life skills; (2) assessment of decent work opportunities in the rural economy, in particular related to agriculture; and (3) factors that enable youth to access decent work in agriculture and rural areas.

‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.

Despite an EU-wide commitment to rural development, research has rarely focused on the lives of young people in rural areas, their experiences in education and employment, their perceptions of policies relevant to them, and their possibilities of participation. Based on a two-year European research project on policies and young people in rural development, this edited volume examines these issues and considers young people's experiences of rural life in Austria, Finland, France, Germany, Ireland, Portugal and Scotland. The volume is organized thematically with each chapter addressing a specific topic in one or more countries. These topics comprise: the attractiveness of rural areas to young people; the impact of programmes under the European Employment Guidelines; rural youth in local community development and partnerships; rural development programmes and their impact on youth integration; the role of social networks; and the transition from education to employment. A number of implications for policy and practice are drawn out in conclusion. This book will be of interest to anyone concerned with the future of rural areas and with those who live in the European countryside.

Sub-Saharan Africa's rural population is growing rapidly, and more young people are entering the labour market every year. This raises serious policy questions. Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

Three billion people live in rural areas in developing countries. Conditions for them are worse than for their urban counterparts when measured by almost any development indicator, from extreme poverty, to child mortality and access to electricity and sanitation.

Featuring chapters by an international group of scholars and academics, Rural Youth at the Crossroads discusses the challenges and contexts facing youth from rural communities in countries with legacies of socialism undergoing social, political, and economic transition. The chapters employ a variety of sources and approaches to examine rural youth outcomes, and the well-being and sustainability of rural areas. The book focuses particularly on career and educational goals, the often contradictory relations between rural schools and communities, majority-minoritized group relations, community engagement, and political attitudes. Individual chapters examine these questions and dynamics within Croatia, Czechia, Hungary, Romania, Russia, Serbia, and Vietnam. In total the volume represents a unique and timely comparative discussion of the relationship between youth and rural development within transitional societies, and the challenges and opportunities for enhancing the well-being and sustainability of rural communities. Aimed at informing strategies to revitalize rural social space, this book is targeted towards social scientists with interest in sociology and rural sociology, demography, education, youth development, community/regional development, rurality, public policy, and identity formation in transitional contexts. As such, this book will have international appeal to researchers, educators, and policymakers in transitional countries, and to those interested in these topics, regions, and communities.

This document features all problem statements and recommendations emerged during the Expert Meeting "Addressing the challenges faced by rural youth aged 15 to 17 in preparing for and accessing decent work", which took place in October 2016, in FAO HQs. The aim of the document is to help FAO and other stakeholders design interventions to facilitate skills development and generation of decent rural employment opportunities for youth aged 15-17, in the context of sustainable rural transformations.
