The Future Of Food Safety Transforming Knowledge Into Action For People Economies And The Environment

This technical summary prepared by FAO and the World Health Organization (WHO) reports on the two international food safety conferences held in Addis Ababa and Geneva in February and April 2019. It recalls the key actions and strategies presented to address current and future challenges to food safety globally and the steps required to strengthen commitment at the highest political level to scale up food safety in the 2030 Agenda for Sustainable Development. At a pivotal moment focussing international attention on actions needed to bolster food safety, this publication recalls the priorities discussed so that food safety strategies and approaches can be aligned across sectors and borders, reinforcing efforts to reach the Sustainable Development Goals and supporting the UN Decade of Action on Nutrition.

Agrifood systems are undergoing a transformation with the aim to provide safer, more affordable, and healthier diets for all, produced in a sustainable manner while delivering just and equitable livelihoods: a key to achieving the UN’s 2030 Agenda for Sustainable Development. However, this transformation needs to be executed in the global context of major challenges facing the food and agriculture sectors, with drivers such as climate change, population growth, urbanization, and natural resources depletion compounding these challenges. Food safety is a keystone to agrifood systems and all food safety actors need to keep pace with the ongoing transformation while preparing to navigate the potential threats, disruptions, and challenges that may arise. Foresight in food safety facilitates the proactive identification of drivers and related trends, both within and outside agrifood systems, that have implications for food safety and therefore also for consumer health, the national economy, and international trade. Early identification and evaluation of drivers and trends promote strategic planning and preparedness to take advantage of emerging opportunities and address challenges in food safety. In this publication, the FAO Food Safety Foresight programme provides an overview of the major global drivers and trends by describing their implications for food safety in particular and for agrifood systems by extrapolation. The various drivers and trends reported include climate change, changing consumer behaviour and preferences, new food sources and production systems, technological advances, microbiome, circular economy, food fraud, among others. The intended audience for this publication is broad – from the policymakers, academia, food business operators, private sector, to all of us, the consumers.

Early warning (EW) systems have a critical role in the reduction of risks from various hazards. The capability and capacity to identify early signals and emerging food safety risks, and to provide on-time EW that would allow for the mitigation of related upcoming risks have therefore become vital for national and international authorities and organizations dealing with food safety. The developments in early warning systems show a shift from reactive towards proactive systems. With the rapid development of modern systems fed by numerous, real-time and diverse data, as well as the advancements achieved in artificial intelligence and machine learning techniques, increasingly tested and validated digital methods and models have become available for food safety early warning and analysis. This technical background report enhances the awareness of the available evidence-based innovative digital tools and provides technical background information to support their use for proactive food safety early warning.

At Seventy-third World Health Assembly, WHO was tasked by Member States to update the WHO Global Strategy for Food Safety under the resolution WHA73.5, ‘‘Strengthening efforts on food safety’’. To advance this work, WHO convened the first Technical Advisory Group (TAG) meeting on the update of WHO Global Strategy for Food Safety from 8 to 10 February 2021. The meeting was attended by WHO Multisectoral Actions in Food Systems (AFS) headquarters staff, WHO regional advisors for food safety, 24 TAG members, and staff from the World Organisation for Animal Health (OIE) and the Food and Agriculture Organization of the United Nations (FAO) as observers. The overall objective of the first TAG meeting was to collect experts’ advice on the consultation paper developed for discussion on this meeting and the update process of the WHO Global Strategy for Food Safety. This meeting generally agreed on the role of food safety in the global development agenda, the drivers of change for the future of food safety, the aim and the vision, and the proposed five strategic priorities. The meeting highlighted the need to foster global and regional cooperation. While recognizing the strategy should be Member State oriented, it was agreed to enhance WHO’s leadership and give more visibility to WHO’s role in supporting Member States to strengthen food safety and lower the burden of foodborne disease.

This open access book focuses on the issue of sustainability standards from the perspective of both global governance frameworks and emerging economies. It stems from the recognition that the accelerated pace of economic globalization has generated production and consumption patterns that are generating sustainability concerns. Sustainability standards (and regulations) are increasingly being used in a bid to make global consumption and production more sustainable. Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion.The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. This book brings together insights from developed as well as emerging economies (Germany, India, Mexico, Brazil, Indonesia, Pakistan, Mexico and China). It also brings together scholars and practitioners to jointly ponder upon the conceptual aspects of the global frameworks for sustainability standards. This book is a very useful resource for researchers and practitioners alike, and provides valuable insights for policy makers as well.

Food Sustainability and the Media: Linking Awareness, Knowledge and Action is the first book to explore the roles that the media plays in raising awareness, spurring action, and increasing understanding about food security and global sustainability issues. The book addresses the means of leveraging traditional and new media to advance food and sustainability discourse by linking awareness, knowledge, and action. The book links sustainability and food security in media communication to address different topics, including the way climate change is framed by the media, key factors of success and failure in NGOs, public and corporate communication, and climate change denial. Addresses both conceptual and theoretical issues Presents a diversified set of methodological perspectives, theoretical backgrounds and issues Provides a conclusion that ties the content together, exploring the role of the media and food sustainability in Europe and the U.S.

This catalogue aims to improve the dissemination and outreach of FAO’s knowledge products and overall publishing programme. By providing information on its key publications in every area of FAO’s work, and catering to a range of audiences, it thereby contributes to all organizational outcomes. From statistical analysis to specialized manuals to children’s books, FAO publications cater to a diverse range of audiences. This catalogue presents a selection of FAO’s main publications, produced in 2020 or earlier, ranging from its global reports and general interest publications to numerous specialized titles. In addition to the major themes of agriculture, forestry and fisheries, it also includes thematic sections on climate change, economic and social development, and food safety and nutrition.

Food safety awareness is at an all time high, new and emerging threats to the food supply are being recognized, and consumers are eating more and more meals prepared outside of the home. Accordingly, retail and foodservice establishments, as well as food producers at all levels of the food production chain, have a growing responsibility to ensure that proper food safety and sanitation practices are followed, thereby, safeguarding the health of their guests and customers. Achieving food safety success in this changing environment requires going beyond traditional training, testing, and inspectional approaches to managing risks. It requires a better understanding of organizational culture and the human dimensions of food safety. To improve the food safety performance of a retail or foodservice establishment, an organization with thousands of employees, or a local community, you must change the way people do things. You must change their behavior. In fact, simply put, food safety equals behavior. When viewed from these lenses, one of the most common contributing causes of food borne disease is unsafe behavior (such as improper hand washing, cross-contamination, or undercooking food). Thus, to improve food safety, we need to better integrate food science with behavioral science and use a systems-based approach to managing food safety risk. The importance of organizational culture, human behavior, and systems thinking is well documented in the occupational safety and health fields. However, significant contributions to the scientific literature on these topics are noticeably absent in the field of food safety.

This book aims to contribute the knowledge and understanding of nutritional impact of food systems. Focus is also be given to food systems elements status identification, policy analysis to examine potential effects of different policy options throughout the food system, in particular policies in agriculture, food marketing and trade, social protection, gender, Foreign Direct Investment (FDI) on food industry, nutrition, and environment and education etc. Good practice and lessons learnt to strengthen the beneficiary countries’ evidence-base for addressing nutrition related challenges from the food system perspective.
