The European Unions Broader Neighbourhood

Over the past decade the European Union (EU) has gradually developed the European Neighbourhood Policy (ENP) with its neighbours. At the same time, the ‘neighbours of the EU’s neighbours’ have presented new challenges. This book addresses the EU’s broader neighbourhood, comprising of the ENP countries and the neighbours of its neighbours. With specific focus on Saharan Africa, the Middle East and Central Asia, it discusses trans-regional policy issues that arise from the EU’s relations with regions beyond the ENP. Based on an interdisciplinary, policy-oriented approach, this volume explores major political, legal, security and socio-economic challenges and identifies opportunities for cooperation across the EU’s broader neighbourhood. This book will be of interest to students, experts and scholars interested in EU affairs and politics, international relations, EU and international law, diplomacy and area studies.

Should the European Neighbourhood Policy stop at the borders of the European Union’s immediate neighbouring countries? This book is the first full length study of the ’neighbours of the EU’s neighbours’, a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU’s broader neighbourhood are often perceived as an ’arc of crisis’ from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU’s cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic ’EU Strategy for the Neighbours of its Neighbours’ which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the ’arc of crisis’ into another ’ring of friends’.

This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours. Looking backwards and providing a critical and thorough assessment of the first ten years of the EaP in practice, this book thinks forward and gauges its many potential future avenues. This comes at a crucial moment, as the EU and its six Eastern neighbours are in search of new and mutually acceptable forms of association.

Despite growing scholarly interest in the EU’s flagship policy towards its Eastern and Southern neighbours, serious attempts at theory-building on the European Neighbourhood Policy (ENP) have been largely absent from the academic debate. This book aims at contributing to fill this research gap in a three-fold manner: first and foremost it aims at theorizing the ENP as such, explaining the origins, development and effectiveness of this policy. Building on this effort, it also pursues the broader objective of addressing certain shortcomings in EU external relations theory, and even beyond, in International Relations theory. Finally, it aspires to provide new insights for European policy-makers. It is one of the first volumes to provide different theoretical perspectives on the ENP by revisiting and building bridges between mainstream and critical theories, stimulating academic and policy debates and thus setting a novel, less EU-centric research agenda. This text will be of key interest to scholars, students and practitioners in EU external relations, EU foreign policy, the European Neighbourhood Policy, and more broadly in European Union Politics and International Relations.

In the context of the enlargements of 2004 and 2007 the European Union needed a concept for the future relationship with its new neighbours. The result was the development of the European Neighbourhood Policy (ENP). In return for sharing European values and effectively implementing political, economic and institutional reforms, the EU offers economic incentives and closer ties to its eastern and southern neighbours. The ambitious objective of promoting stability, security and prosperity beyond its own borders raises questions about the Union's intentions, means and likely success. This volume analyses the logic and institutional origins of the ENP and provides a critical assessment of the promises and prospects of the EU's broader neighbourhood policies. It does so both from an issue-oriented perspective (e.g. security, visa policy, trade, aid, human rights, good governance) and a regional standpoint: eastern Europe, the Mediterranean, the Western Balkans and Russia.

The European Union in its neighbourhood is confronted with several challenges as well as opportunities. The degree to which it can promote the geopolitical stabilization of Europe and the spread of economic and political governance, based on democratic ideals in its neighbourhood, will determine the future course of Europe and will be a clear indicator of the success or failure of the European Union on the international scene as a whole. In addition, the security context of Europe has changed profoundly since the end of the Cold war, and with it the perceptions of what role the European Union can play in expanding stability and security throughout the European continent. European Union’s neighbouring states and regions are viewed by European Union member states as the primary source of many of the non-traditional security threats, such as terrorism, migration, trafficking, and transnational organized crime. Addressing the Europe Union’s twenty-first century challenges, this study looks at the policies of the EU towards its neighbours as a critical dimension of the totality of the EU’s foreign and security policy. This volume brings together a broad range of scholars and seeks to highlight some of the main issues that concern the European relations with its neighbour’s countries in the Western Balkans, the Eastern and Southern Europe, and with Russia. In short, the volume raises important, timely issues regarding the challenges and opportunities confronting the European Union in its neighbourhood which both policy makers and academicians will find both informative and though provoking in their efforts to understand the nature and complexity of the European Union actions in its neighbourhood.

The European Neighbourhood Policy (ENP) has evolved into one of the European Union's major foreign policy instruments and received considerable attention. However, other EU neighbourhood policies, and their relevance for the ENP, also require examination. This book looks both backward and forward with regard to the European Union’s political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EU’s external frontiers. Is the EU committed to promoting integration in a ‘wider’ European space, or is a “fortress Europe” emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EU’s external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border. A specific focus is devoted to the diversity of geo-strategies the EU is pursuing in its neighbouring countries and regions, macro-regional strategies and cross-border cooperation initiatives as new scales of cooperation, and the role of other global players.
