The European Union In Global Security

This book studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism. Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. More recently, different strands of the literature have found common ground in the investigation of the EU’s role in what has been labelled ‘multilateral security governance’. Despite being frequently used, the term is yet to be fully clarified, and empirically explored. To contribute further our understanding of it, this book presents a conceptual and empirical exploration of ‘multilateral security governance’ and the EU’s role in it. Expert contributors in the field analyze both traditional and non-traditional security areas, to investigate if and how multilateral security governance functions, and how the EU contributes (or fails to contribute) to the functioning of multilateral governance. The EU and Multilateral Security Governance will be of interest to students, scholars and practitioners of EU politics, security studies and governance.

Does the EU matter in international security? The authors identify and explain the drivers of and brakes to EU foreign security action, offer methods of assessment to ascertain influence, and conclude that the union has become a niche international security provider that has in turn strengthened EU foreign policy.

This wide-ranging book analyses EU-Asia security relations in a systematic, substantive and comparative manner. The contributions assess similarities and differences between the EU and its Asian partners with respect to levels of threat perception, policy response and security cooperation in the context of historical, institutional and external factors – such as the influence of the United States. The book presents original empirical research organised in four parts: a number of contributions providing discussions of the global context in which EU-Asia security relations develop; a series of chapters covering the range of dimensions of EU-Asian security, including both traditional and non-military aspects of security; chapters addressing the specific issues touching on bilateral relations between the EU and its partners in the Asia-Pacific region; and a final part presenting the overall findings across the various contributions together with the future outlook for EU-Asia security relations.

​This book explores the multilayer nexus among inter-related international and regional security parameters that critically define the EU’s rapidly changing security environment. In terms of intensity, complexity and urgency these changes constitute challenges that threaten the very core of European security – both internal and external. Through empirical analysis, consisting of five detailed case studies, including the CFSP and JHA frameworks, this book fills a distinct gap in the scholarship on European security and policy-making. As such, this book constitutes an important and original input in the debate on European security after the ratification of the Lisbon Treaty.

In the twenty-first century, the European Union is confronted by myriad security problems that demand concerted action and cooperation. As a negotiating power, it seeks to persuade Iran to forswear a nuclear weapons programme. As a crisis manager it seeks to contribute to global peace and stability through civilian and military operations. Closer to home, it is wrestling with questions about membership enlargement, large-scale migration and terrorist threats to the security of its populations and infrastructure. European governments, already under financial strain from ageing workforces and welfare systems, face ever more difficult choices about budget cuts in security and defence after the near-collapse of the global banking system. Will it be possible to enhance cooperation between member states? How can the EU complete its transition from a security actor with great potential to a player that credibly aligns available policy instruments and resources? These and other issues about the very nature and identity of the Union are explored in this Adelphi. From the need to establish its hard-power credentials, overcome its reluctance to demonstrate them against non-compliant states, and leverage its relationships with other great powers, to attempts to break its dependence on Russian energy, it is clear the EU has its work cut out. But, by affirming its commitment to multilateralism and defining a careful balance between closer cooperation and the national security concerns of EU member states, this book suggests, the European Union can build on its status as a global security power in the making.

This book shows how France and Britain are leaders in EU security and defense policy, and explains why both states need each other in this policy area. The lack of relevant military capacity in Europe today implies that the US favors a strong EU in this field.

This book focuses on the problems of, and prospects for, strengthening the global system of security governance in a manner consistent with the aspirations and practices of the EU. The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. The European Union has increasingly taken on a role as international security provider that extends beyond the geographical scope of its membership. This is clear from the wide range of military and civilian crisis management missions that the Union has undertaken, but also identifiable through its other policies, such as the European Neighbourhood Policy and development assistance, which have also to some extent become security focused. Yet, the role of the EU as an international security provider remains under-theorized and weakly understood. The proposed book analyses the Union’s role as an international security provider in a comprehensive way developing theoretical as well as empirical grounding for the understanding of the making and implementation of EU security policy. The contributions in this book cover actors involved in the policy making process, the dynamics of this process itself, its outcomes (strategies and policies) and their impact on the ground. They examine the relevance of, and apply, existing theories of international relations, international security and foreign policy analysis to the specific case of the EU, investigate empirically how particular policies are formulated and implemented, and study the impact and effectiveness of the Union as an international security provider in a variety of cases compared.
