I had to give a speech this morn ing to two or three hundred of our interns on Capitol Hill. It was sup posed to take an hour and I cut it short - 15 minutes as it was. Then I still had a rough time walking from the Cannon Building over to here. Let me just begin by saying that today's hearing has to do with the nationwide erosion of law enforcement intelligence capabilities and the impact this erosion has had on the ability of our law enforcement agen cies to protect the public. This hearing has been organized by the in ternal security unit of the Senate Subcommittee on Criminal Laws and Procedures. It represents a continuation of a series of hearings on the same subject held in 1975 and 1976 under the auspices of the for mer Senate Subcommittee on Internal Security.
