The Egosystem

Egoicism, a mindset that places primary focus upon oneself, is rampant in contemporary Western cultures as commercial advertisements, popular books, song lyrics, and mobile apps consistently promote self-interest. Consequently, researchers have begun to address the psychological, interpersonal, and broader societal costs of excessive egoicism and to investigate alternatives to a "me and mine first" mindset. For centuries, scholars, spiritual leaders, and social activists have advocated a "hypo-egoic" way of being that is characterized by less self-concern in favor of a more inclusive "we first" mode of functioning. The Ecosystem Approach, defined as a strategy for the management of land, water and living resources that promotes conservation and sustainable use in an equitable way, was adopted at the Second Conference of the Parties of the CBD as the primary framework for action under the Convention. It puts people and their nature resource use practices squarely at the centre of the decision-making framework. The case studies presented here were discussed at three workshops held in Southern Africa, South America and Southeast Asia. They provide practical examples of the Ecosystem Approach as well as a number of recommendations for action that are widely relevant to Parties and other bodies.

The marine environment is one of our most precious yet fragile natural resources. It provides a wide range of essential goods and services, including food, regulation of climate and nutrient cycling, as well as a setting for transport, recreation and tourism. This environment is however extremely complex and very sensitive to development pressures and other forms of human influence. Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives. Adopting such a trans-disciplinary and holistic (or 'ecosystems') approach, the book distils the expertise of these different disciplines and seeks to promote a broader understanding of the origins and practicalities of new approaches to marine planning and management.

Legislating for an ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, inter-sectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how an EAF is being implemented through national policy and legal frameworks, FAO developed "A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks". The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Togo with an EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for an EAF, are reflected in Togo's policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of an EAF. This report was elaborated following a participatory approach with the involvement of the national competent authorities of Togo. Drafted in July 2021, the report was submitted to the national authorities of Togo in October 2021. The Ministère de l'économie maritime, de la pêche et de la protection côtière (MEMPPC) [Ministry of Maritime Economy, Fisheries and Coastal Protection] endorsed this EAF Legal Report of Togo in December 2021.
