The United States increasingly relies on unmanned aerial vehicles-better known as drones-to target insurgent and terrorist groups around the world. Drones have been used in armed conflicts in which the United States is a recognized participant, including the conflicts against insurgent groups in Afghanistan and Iraq, and against government forces in Libya. The United States has also used drones to strike at terrorist and insurgent groups outside of theaters of armed conflict. These include drone strikes that target militants in Pakistan who support al-Qaeda and insurgents operating in Afghanistan, al-Qaeda in the Arabian Peninsula in Yemen, and the al-Shabaab movement in Somalia. The objectives of these campaigns of drone strikes are to punish and to deter insurgent and terrorist organizations. They punish these organizations by killing and creating fear and uncertainty among current members. They also seek to deter insurgents and terrorists from engaging in more violence, as well as to deter others from joining or supporting these movements. While drones have attracted considerable attention, we know little about how effective they are as tools of punishment and deterrence. In particular, it is not clear how, if at all, drones differ from other technologies of violence, what experience with broadly similar technologies in past conflicts suggests will be the likely consequences of drone strikes, and what systematic analysis of the available evidence suggests about the effects of the drone campaigns.

The deployment of remotely piloted air platforms (RPAs) - or drones - has become a defining feature of contemporary counter-insurgency operations. Scholarly analysis and public debate has primarily focused on two issues: the legality of targeted killing and whether the practice is effective at disrupting insurgency networks, and the intensive media and activist scrutiny of the policy processes through which targeted killing decisions have been made. While contributing to these ongoing discussions, this book aims to determine how targeted killing has become possible in contemporary counter-insurgency operations undertaken by liberal regimes. Each chapter is oriented around a problematisation that has shaped the cultural politics of the targeted killing assemblage. "While supporters claim that drone warfare is not only legal but ethical and wise, others have suggested that drones are prohibited weapons under International Humanitarian Law (IHL) because they cause, or have the effect of causing, indiscriminate killings of civilians, such as those in the vicinity of a targeted person. The main legal justification made by the Barack Obama Administration for the use of armed drones is self-defense. However, there is ambiguity as to whether this argument can justify a number of recent attacks by the United States. In order to determine the legality of armed drone strikes, other factors such as sovereignty, proportionality, the legitimacy of individual targets, and the methods used for the selection of targets must also be considered. One justification for the ethical landscape is the reduced amount of collateral damage relative to other forms of strike. Real time eyes on target allow last-minute decisions and monitoring for unintended victims, and precise tracking of the target through multiple systems allows further refinements of proportionality. However, this is of little benefit if the definition of 'targets' is itself flawed and encompasses noncombatants and unconnected civilians.
