The Dilemma Of Security And Defense In The Gulf Region

For a variety of contributing factors, the defense and security status of the Gulf region is facing a dilemma between the maintenance of regional security and the preservation of domestic security interests. This dilemma stems from the perceived decline of U.S. influence and lingering consequences of the Arab Spring movements. Divisions and armed conflicts, both within the Gulf itself and the surrounding region are a result of this changing political order and the ascension of many of the Gulf states on the international scene. These evolving dynamics will set in motion various defense and security consequences for the Gulf and the greater Middle East which are addressed in this edited volume. With contributions from practitioners as well as academics, this book will be a vital resource for both researchers and policymakers.

The paper begins with an analysis of the concept of 'region' which is more ambiguous than one might think. This is followed by an analysis of the Gulf region's structural features and outstanding problems, all of which bode ill for stability: the region is fundamentally multipolar and 'open-ended;' the internal balance-of-power is changing rapidly; the involvement of external powers is unpredictable; most of the states in the region are internally unstable; and there are several outstanding territorial and other problems that might trigger a war. The author further looks at one particularly disturbing aspect of these problems, namely the regional arms acquisitions which exhibit most of the characteristics associated with a fully-fledged arms race. As a possible solution to these problems, the author looks at the concepts of common and cooperative security that are based on a realization that states cannot achieve lasting security at the expense of each other. While acknowledging that these concepts are profoundly political, the author nevertheless focuses on the military implications thereof, i.e. the concept of defensive restructuring of the armed forces, or non-offensive defense. Ideally each state in a region should be capable of defending itself against the others, but incapable of attacking its neighbors. As a way to achieve this goal, the author argues in favor of a combination of indigenous efforts at strengthening defensive capabilities (also vis-à-vis external powers), a region-wide arms control process, and an 'arms transfer restraint regime

The connection between regional instability and the preservation of global security is nowhere more sensitive than in the Gulf. Events since the 1990-1991 Gulf War continue to confirm the fragile interaction among states in the region and their susceptibility to external forces. Gulf Security in the Twenty-First Century brings together some of the foremost area experts to explore the most pressing issues, including military threats to the region, obstacles to economic development and socioeconomic harmonization, and challenges to political stability. Troubled Waters looks at four dynamics in the Persian Gulf that have contributed to making the region one of the most volatile and tension-filled spots in the world. Mehran Kamrava identifies the four dynamics as: the neglect of human dimensions of security, the inherent instability involved in reliance on the United States and the exclusion of Iraq and Iran, the international and security policies pursued by inside and outside actors, and a suite of overlapping security dilemmas. These four factors combine and interact to generate long-term volatility and ongoing tensions within the Persian Gulf. Through insights from Kamrava’s interviews with Gulf elites into policy decisions, the consequences of security dilemmas, the priorities of local players, and the neglect of identity and religion, Troubled Waters examines the root causes of conflicts and crises that are currently unfolding in the region. As Kamrava demonstrates, each state in the region, including Saudi Arabia, Iran, and Qatar, has embarked on vigorous security-producing efforts as part of foreign policy, flooding the area with more munitions—thereby increasing insecurity and causing more mistrust in a part of the world that needs no more tension.
