William Ewart Gladstone was both the most charismatic and the most extraordinary of Victorians. Although much has been written on international crises, the literature suffers from a lack of historical depth, and a proliferation of competing theoretical frameworks. Through case studies drawing on the rich historical experience of crisis diplomacy, James Richardson offers an integrated analysis based on a critical assessment of the main theoretical approaches. Due weight is given to systemic and structural factors, but also to the specific historical factors of each case, and to theories which do not presuppose rationality as well as those which do. Crisis diplomacy the major political choices made by decision makers, and their strategies, judgments and misjudgments - is found to play a crucial role in each of the case studies. This broad historical inquiry is especially timely when the ending of the Cold War has removed the settled parameters within which the superpowers conducted their crisis diplomacy.

Can international legitimacy operate even in a deformed balance of power, and when there is only one dominant state? Conventionally, hegemony has been perceived as a threat to international society. But how then is international order to be maintained, if this still requires a managerial role on the part of the great powers? IR theory has not taken that problem sufficiently seriously. This study makes a sharp distinction between primacy, denoting merely a form of material power, and hegemony, understood as a legitimate practice, and as giving rise to a form of social power. Adopting an English School approach, the author suggests hegemony be considered as one potential institution of international society, and hence as one possible mechanism of international order. The book reviews some relevant historical cases (the Concert of Europe, Pax Britannica and Pax Americana) and argues that, instead of one model of hegemony, these represent several different variants: importantly, each displays its own distinctive legitimacy dynamics. Once these are appreciated, they can help us identify the possible institutional forms of hegemony in contemporary international society. This is done through three cases, examining in turn US policy on the UN Security Council, in East Asia, and on climate change. The overall argument challenges the limited post-Cold War debate about primacy, and the equally simplistic projections about the future distribution of power to which it gives rise. In doing so, it offers a major re-thinking of the concept of hegemony in international relations.

Sir Harold Nicolson (1886-1968) is well known as a diarist, man of letters, diplomatic historian, gardener, and broadcaster. Nicolson's bestselling diaries and letters, his many biographies, including the highly acclaimed official life of King George V, and his numerous essays and broadcasts have made him, in the words of his friend and fellow MP Robert Bernays, an international figure of the 'second degree'. Yet there was more to this urbane man than his finely observed diary, stylish writing, and Sissinghurst Castle Garden in Kent, the joint creation of Nicolson and his wife, the writer V. Sackville-West. He also produced a rich and ambitious corpus of writing on the theory and practice of international relations. Nicolson's aristocratic background and upbringing in a diplomatic household, followed by an Oxford classical education and twenty years in diplomacy, combined to forge his distinctive philosophy of international affairs. As a young attaché in Constantinople before the Great War, and in Whitehall during the conflict, at the Paris Peace Conference of 1919, and en poste in Persia and Germany throughout the 1920s, Nicolson was ideally placed to observe the maelstrom of international politics. As an anti-appeasement and wartime MP (1935-1945), he became a highly regarded authority on international relations. During and after World War II, he turned his mind to the issues of European integration, world government, and the ultimate possibility of global peace. Nicolson has been the subject of two fine biographies. This is the first study of his contribution to international thought. He emerges from it as an important international thinker, alongside theorists as diverse as E. H. Carr and Leonard Woolf. Nicolson's international thought contains elements of realism and idealism, while retaining a distinctive character and a breadth and consistency that render it unique.
