Government influence and direction over a countryâe(tm)s telecommunication infrastructure is determined by policies and regulations designed to provide oversight of how a telecom company should conduct business within the country. While these policies and regulations can range from extremely liberal to authoritarian, a nationâe(tm)s ideology will dictate how governments interact with telecommunications providers and, ultimately, the telecommunications companyâe(tm)s ability to become a viable entity for economic growth. Vast opportunities within the Latin American and Caribbean region exist for telecommunication investors willing to tackle these complex government ideologies. This thesis explores the Caribbean countries of Jamaica and Cuba, where telecommunication has developed in different ways, based on government involvement in the telecom market, and the policies and regulations designed to foster competition, or lack thereof. A detailed analysis into political, business and foreign influence shows that Jamaica and Cuba can benefit directly from private investors willing to venture into these countries. A comparison reveals that policy enforcement affects the balance in relationship between government oversight, telecommunications business investors, consumers, and the economy. Recommendations are provided for policy and regulatory enforcement/updates to better support privatization and liberalization of the telecommunications infrastructure of Cuba and Jamaica.

It identifies a gap between the outcomes achieved for each SDG in the countries studied and those achieved in OECD countries. Moreover, the region still has a long way to go to achieve the SDG targets set in the 2030 Agenda for Sustainable Development. The authors explain how investment in digital infrastructure can help close the gaps between the region and these two benchmarks (OECD countries and SDG targets). They also quantify the investment in telecom in the region between 2008 and 2017 and estimate what amount is still needed to help close these gaps.

This thesis will explore telecommunications policy, its success and failures, in the Dominican Republic and Haiti, where telecommunications has become a major source of jobs and economy due to foreign investments. Analysis of telecommunications policies, regulatory bodies, and agreements will be studied and compared to each country's rate of growth in the past 10 years. This thesis will provide recommendations for the successful implementation of regulatory policies in the named developing Caribbean nations. By examining the policies in these nations, this thesis will determine the effectiveness of the country's telecommunications policy. Additionally, the thesis will explore the influence of specific actors, such as corruption, nonenforcement of regulatory laws, lack of developed accounting and auditing systems, and the limitation of the government in developing policy.
