This book focuses on exploring the linkages between natural disasters and sustainable development at the global, regional, and national levels. Disasters and development are closely related, yet the disciplinary silos prevail and there is little communication and cooperation between the disaster management, environment, and development communities. One catastrophic event, such as an earthquake, tsunami, or cyclone, can destroy infrastructure, people’s lives and livelihoods, and set back development. Similarly, slow onset disasters—often associated with global climate change—pose threats to development, livelihoods, food security, and long-term sustainable development. This book is uniquely aimed at bridging the gaps between the environmental, development, and disaster management communities. It traces the evolution of concepts and practice and highlights the linkages between natural disasters and sustainable development in key sectors, including food security, health, and water. The book includes case studies from the field highlighting the complex issues that challenge sustainable development and disaster risk management in practice. It draws policy conclusions for the global community based on state-of-the art knowledge from research and practice. Education for Sustainable Development (ESD) and Disaster Risk Reduction Education (DRRE) have overlapping areas of concern focusing on strengthening the link to local communities. In reality, there is significant synergy in ESD and disaster risk reduction (DRR). Both concepts urge looking at the communities, both focus on behavior changes and both call for linking knowledge to action. The Decade of Education for Sustainable Development (DESD) ends in 2014 and the Hyogo Framework for Action (HFA) ends in 2015. Therefore, at this junction, it is important to review the progress made over the past 10 years and to suggest future synergy options. This book is the first attempt to review these two emerging fields and to provide input to the future direction of education. The book has 11 chapters, drawing lessons mainly from Japan and discussing their implications for the world. The first four chapters provide an overview of the ESD–DRR linkage, ESD and its evolution, DRRE and Climate Change Education. These are followed by case studies from ESD practices in Japan, in schools, universities and communities. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction and climate change studies. The book provides them with a good idea of the current research trends in the field and furnishes basic knowledge about these vital topics. The goal of this book is to explore disaster risk reduction (DRR), migration, climate change adaptation (CCA) and sustainable development linkages from a number of different geographical, social and natural science angles. Well-known scientists and practitioners present different perspectives regarding these inter-linkages from around the world, with theoretical discussions as well as field observations. This publication contributes in particular to the discussion on the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030 and the debate about how to improve DRR, including CCA, policies and practices, taking into account migration processes from a large perspective where both natural and social factors are crucial and mutually “alloyed”. Some authors see the SFDRR as a positive step forward in terms of embracing a multitude of issues, others doubting that the agreement will lead to much concrete action toward real action on the ground. This book discusses the science, causes, impacts and risk reduction strategies for climate change and disasters. It focuses on the use of traditional knowledge, new innovation and education to build a culture of safety and resilience at all levels in order to promote sustainable development goals in general and disaster risk reduction in particular. The global climate has changed substantially over the last century. There is strong evidence of global climate change in the form of increase in air and sea surface temperature, recession of glaciers, changes and shifting of climate regimes, increasing number of extreme events and sea levels changes. The increasing frequency of climate change induced disasters in particular is posing a threat to resilience, lives and livelihoods at global, regional and local levels. Major ecosystems of the world have experienced several climate induced disaster events in recent past. This book provides new insights into the occurrence and impacts of climatic extremes and strategies for disaster risk reduction. It includes studies on rainfall and temperature trends, floods and drought disasters, weather and climatic related disasters in mountains, changes in plant activities, risk assessment and responses in different ecosystems of the world. The uptake of ecosystem-based approaches for disaster risk reduction (DRR) is slow, however, despite some success stories. There are multiple reasons for this reluctance: ecosystem management is rarely considered as part of the portfolio of DRR solutions because the environmental and disaster management communities typically work independently from each other; its contribution to DRR is highly undervalued compared to engineered solutions and therefore not given appropriate budget allocations; and there are poor interactions between policymakers and researchers, leading to unclear and sometimes contradictory scientific information on the role of ecosystems for DRR. The aim of this book is to provide an overview of knowledge and practice in this multidisciplinary field of ecosystems management and DRR. The contributors, professionals from the science and disaster management communities around the world, represent state-of-the-art knowledge, practices, and perspectives on the topic.

Natural disasters are a clear example of people living in conflict with the environment. Disasters cause human, social and environmental losses and, sometimes, even threaten geopolitical stability, as in many less developed countries. They are also a problem of global concern, even when damage is local: the mechanisms are often dependent on global meteoro-climatic circulation. Losses frequently affect several countries, as could be seen in the floods in central Europe in 2002. It is obvious that there is a clear need for a new approach, capable of incorporating the prevention of natural disasters, whilst mitigating strategies within the cycle of sustainable development. There are no thematic disciplines or political boundaries limitating initiatives: the integration of data providers, data users/information providers and information users, in a global and holistic manner, is the desired outcome of the new frontier. This book falls into this new category: multidisciplinary interventions and socio-economic point of views are the basic inputs for a changing science, implementing sustainable development for the benefit of citizens and society. It is comprised of studies and investigations which explain natural processes and modelling, as well as assessing hazards and risks and is rounded of with suggestions for sustainable development. Thus reflecting the best results of research on this topic funded by the European Commission.

This publication (published in 2 volumes, not sold separately by TSO) is intended for people who have an interest in and practice disaster risk management and sustainable development. It provides guidance, policy orientation and inspiration, as well as serving as a reference for lessons on how to reduce risk and vulnerability to hazards and to meet the challenges of tomorrow. It consists of (vol. 1) the report, including case studies; and (vol. 2) annexes, for example, a glossary of specialized terminology , and a directory of international, regional, national and specialized organizations (vol. 2). It replaces the preliminary version which was released in July 2002 (not available from TSO).
