Strong State And Plural Society In Turkey

The author draws attention to the strong state tradition and the pluralistic society that both prevailed in Turkey. He argues that the Turkish state tradition envisages centralization, social cohesion and an obedient political culture. Through the modernization process of the last century, it has tried to change the society from top to down, and built an ideological and unitarian public sphere. However, the transition to multi-party system in 1950 and the liberalization policies that followed in the post-1980s have prepared the ground for different social movements to come into existence in the same public arena. Social movements which developed particularly among Kurds, Alevis and women emphasize social diversity, pluralism, participation, limited authority, freedom and human rights. They, thus, have paved the way for the transformation of the ideological public sphere into a plural and a civil public domain. The author follows the traces of all these developments from the Ottoman Empire to the last decades of the Republican Turkey. Moving from the case of Turkey he makes an important contribution to the literature on various issues such as civil society, public sphere, modernization, democracy, and social movements.

Through critical analysis of Turkey's transformation under the AKP, this book explores the relationship between domestic transformations and global/regional dynamics. It also discusses the relationship between the Turkish transformation and the Arab uprisings and the implications of the Turkish case for regime transitions in the Arab world.

Globalisation and neo-liberalism have been impacting the nation-state and leading the full citizenship concept into crisis, not only in Turkey but also in the world. While one reason for this crisis is the decline of the welfare state, another reason stems from the fluidity of borders that distorts the classical patterns of the nation-state such as meta-identity. The existing Turkish citizenship inherited a strong state idea with passive citizenship tradition from the Ottoman Empire. However, this understanding is no longer sustainable for Turkish society. The various and different Middle Eastern countries are addressing new key reform and governance reform processes but also administration and policy issues of enduring importance; decentralization and local government, non-profit organizations, political culture, and reform of the policy process. This book provides assessment of national strategies for reform in public administration and policy, how these strategies have fared in implementation; and what challenges must be overcome to achieve real and sustainable progress. Seven country case studies will explore the overall policy-making process from a critical perspective and consider how it could be strengthened. Four cases will deal with the controversial issues of decentralization of power and decision-making. Two cases will address the role of civil society in the policymaking and reform process. Introductory and concluding chapters will place these discussions in context and draw the primary lessons for policy-makers.
