Strong Measures

Cadence explores the many ways in which the component parts of a classical composition achieve a sense of ending. The book examines cadential practice in a wide variety of musical styles in the eighteenth and nineteenth centuries, including works by well-known composers such as Bach, Mozart, Beethoven, Schubert, Chopin, and Brahms.

In Language and Meter, Dieter Gunkel and Olav Hackstein unite fifteen linguistic studies on a variety of poetic traditions, including the Homeric epics, the hieratic hymns of the Ṛgveda, the Gathas of the Avesta, early Latin and the Sabellic compositions, Germanic alliterative verse, Insular Celtic court poetry, and Tocharian metrical texts. This paper presents a detailed account of the rich set of macroprudential measures taken in four Southeastern European countries—Bulgaria, Croatia, Romania, and Serbia—during their synchronized boom and bust cycles in 2003–12, and assesses their effectiveness. We find that only strong measures helped contain domestic credit growth, the share of foreigncurrency- denominated loans provided by the domestic banking sector, or the domestic banking sector’s reliance on foreign borrowing during the boom years. We also find that circumvention via direct external borrowing often fully offset the effectiveness of these strict measures, and thatmeasures taken during the bust had no discernible impact. We conclude that (i) proper calibration of macroprudential measures is of the essence; (ii) only strong, broad-based macroprudential measures can contain credit booms; (iii) econometric studies of macroprudential policy effectiveness should focus on measures rather than on instruments (i.e. classes of measures) and in so doing allow for possible non-linear and state-contingent effects.

Of the 1.2 billion adolescents in the world today, 90% live in low- and middle-income countries. These adolescents face many challenges in their lives. Enrollment in secondary schools is still low in many parts of the world, with illiteracy rates approaching 30% in the least developed countries. Further, adolescents not in school are more vulnerable to trafficking, recruitment into armed conflict, and child labor. Many adolescent girls marry and begin bearing children at a young age, contributing to the perpetuation of poverty and health problems. Despite these many challenges, adolescents also represent a resource to be cultivated through educational opportunities and vocational training to move them toward economic independence, through initiatives to improve their reproductive health, and through positive interpersonal relationships to help them avoid risky behaviors and make positive decisions about their futures.
