Excerpt from Storage Reservoirs on Stony Creek, California Recognizing the fact that the general and permanent prosperity Of California is largely dependent upon successful agricultural develop ment, and furthermore that in the great central valleys Of the State farming without irrigation has caused, during the last decade, a decrease in land values, as well as in population, it was deemed desir able to investigate the possibilities Of irrigation development in certain typical interior districts Of the State. In the above connection the California Water and Forest Association requested the United States Geological Survey to make a study Of Glenn County to ascertain if suitable reservoir sites could be found on Stony Creek, so that the waters Of that stream could be put upon the higher and warmer mar ginal lands on the western side Of the Sacramento Valley. Willows is the county seat Of Glenn County, and the chamber Of commerce Of this town, through the Water and Forest Association, contributed $250 additional toward defraying the expenses Of this study. The field work has been entirely under the direction Of the Hydrographic Branch Of the Geological Survey, and the greater part of the expense has been borne by that Survey. Excerpt from Water Storage, Cache Creek, California After leaving the canyon the creek enters Capay Valley, in Yolo County, through which it winds for a distance of 28 miles, with a grade of feet to the mile. Capay Valley is 20 miles long and from 1 mile to 3 miles wide. It is hemmed in on all sides by hills, to the shelter of which is due its remarkable productiveness. Once known merely as a rich wheat-raising district, it is fast becoming famous for its early fruit-s. All stone fruits seem to thrive there, and in the upper end of the valley even oranges are profitably cultivated on a small scale. From Capay Valley the creek enters the greater Sacramento Valley and ows, with a slope of 4 to 6 feet to the mile, to Tule Basin, bordering Sacramento River. There its natural channel ceases, and its waters enter a canal which connects the sink with the Tule canal. The latter was built by the State of California in 1864 to drain Tule Basin. It empties into Big Lake in the extreme southeast corner of Yolo County, and from the lake its waters reach the Sacramento through a slough. Excerpt from The Development of the Upper Sacramento River: An Appendix to the Summary Report to the Legislature of 1927 on the Water Resources of California and a Coordinated Plan for Their Development The Sacramento River, upstream from the mouth of the Feather, is the most important of all streams tributary to the Great Central Valley of California. With square miles of mountain and foothill drainage area, it produces a mean seasonal run-ofi of acre feet, one-half of the run-off from the entire Sacramento drainage area and one-third of all the waters of the Great Central Valley. The bulk of. The waters surplus to the future needs of the Sacramento Valley lies in this stream. Large reservoir capacity will be required to equalize its flow in order that this surplus may become available for use. Therefore, a major project to develop the surplus waters of the Sacra mento Valley is contingent upon the feasibility of constructing storage works of large capacity on the main Sacramento River.
