This is the record of decision made by the New York State Department of Envionmental Conservation (NYS DEC) about the remedy for the NYSEG-Danvsille Manufactured Gas Plant (MGP), Operable Unit No. 1 pertaining to the hazardous waste present at this site.

The Record of Decision (ROD) presents the selected remedy for Operable Unit 1 of the NYSEG-Ithaca Court Street Manufactured Gas Plant (MGP) site, a Class 2 inactive hazardous waste disposal site. The selected remedial program was chosen in accordance with the New York State Environmental Conservation Law.

This Supplemental Remedial Investigation was conducted by NYSEG (New York State Electric & Gas Corporation) at the Ithaca Court Street Former Manufactured Gas Plant (MGP) Site in the City of Ithaca, Tompkins County, New York. This plan presents the overall project approach and provides the details and rationale for the quantity and locations of samples required to delineate the nature and extent of MGP-impacted media at the site.

The assessment, remediation, and redevelopment of manufactured gas plant (MGP) sites pose a significant technical and financial challenge to successor property owners, including municipalities and other public entities undertaking brownfields revitalization, and to their consulting environmental engineers. Due to the toxicity of many coal tar constituents, sites contaminated as a result of gasworks operations pose a significant threat to public health. This book will discuss the history of the manufactured gas industry in Massachusetts (the largest in the US), as well as the toxicity of gasworks waste products, technical challenges in the cleanup process, and the process for site cleanups.
