Standardisation Of Health Informatics Within The Nordic Countries

This report summarises the discussions from a seminar held 30 and 31 August 2018 in Copenhagen on eHealth standardisation in the Nordic countries. The seminar was organised by the Nordic Council of Ministers’ eHealth group. The report represents the beginning of a more permanent Nordic collaboration in this area. Following the seminar and the subsequent analysis of the input from the seminar, the eHealth group has decided to establish a subgroup on eHealth standardisation.The scope of the report is limited mainly to technical standards, with some examples including semantic standards. The work of the sub group will take on both the former and the latter and will be elaborated further within the broader framework of the European Interoperability Framework in which organisational and legal standards are included.

Available online: https://pub.norden.org/temanord2024-514/ The main background for this guideline is the Nordic e-Health Standardization group’s mandate topic which deals with contributing and communicating the initiative of “Reducing clinician burden” (RCB) - initiative. It has become increasingly important to ascertain how one might support healthcare professionals’ daily work and how to facilitate better data quality using e-Health standards. The Nordic work group has formulated some principles and recommendations all stakeholders involved in standardization work should follow. They are intended to apply to improving data quality, to support daily work and to contribute to reducing the overall burden of clinical work to healthcare professionals.

Health IT is a major field of investment in support of healthcare delivery, but patients and professionals tend to have systems imposed upon them by organizational policy or as a result of even higher policy decision. And, while many health IT systems are efficient and welcomed by their users, and are essential to modern healthcare, this is not the case for all. Unfortunately, some systems cause user frustration and result in inefficiency in use, and a few are known to have inconvenienced patients or even caused harm, including the occasional death. This book seeks to answer the need for better understanding of the importance of robust evidence to support health IT and to optimize investment in it; to give insight into health IT evidence and evaluation as its primary source; and to promote health informatics as an underpinning science demonstrating the same ethical rigour and proof of net benefit as is expected of other applied health technologies. The book is divided into three parts: the context and importance of evidence-based health informatics; methodological considerations of health IT evaluation as the source of evidence; and ensuring the relevance and application of evidence. A number of cross cutting themes emerge in each of these sections. This book seeks to inform the reader on the wide range of knowledge available, and the appropriateness of its use according to the circumstances. It is aimed at a wide readership and will be of interest to health policymakers, clinicians, health informaticians, the academic health informatics community, members of patient and policy organisations, and members of the vendor industry.

The Nordic eHealth Research Network was established in 2012 as a forum for policy makers and researchers to jointly work towards measurable policy goals and data that can be exploited to steer decision making related to goals and their implementation. This report describes first results of the Network: eHealth policy analysis and first common Nordic eHealth indicators. The results show similarities and also some differences in the eHealth policies, priorities and implementation. Interesting similarities and differences in availability and use of eHealth services in the Nordic countries were found with the first comparable eHealth indicators. The results create a basis for Evidence-based policy making as well as benchmarking and learning best practices from each other.

Available online: https://pub.norden.org/temanord2021-547/ The Finnish presidency project on data exchange "Achieving the World's Smoothest Cross-Border Mobility and Daily Life Through Digitalisation" (2021–2023) has produced this baseline study report. The report outlines the current situation of cross-border data exchange between authorities in the Nordic and Baltic countries, while focusing on the three work packages of the presidency project: Studying in another Nordic-Baltic country, using health services in another Nordic-Baltic country, and the versatile use of the Nordic-Baltic legislative databases. Additionally, the barriers to cross-border data exchange was assessed based on the four interoperability layers of the European Interoperability Framework: legal, organisational, semantic and technical interoperability. The report will form the basis of the continued work of the presidency project.

This book is open access under a CC BY-NC 2.5 license. The book aims to be a resource for those interested in planning and implementing large-scale information infrastructures for novel electronic services in health care. The focus of this book is on the pivotal role of the installed base (i.e. the already existing elements of an infrastructure) for ensuing infrastructural development. The book presents rich empirical cases on the design, development and implementation of core infrastructural components (e-prescription and public patient-oriented web platforms) in different national settings across Europe. Therefore, this is a book in which theoretical insights and practical experiences are tightly connected. Contributions have been sourced from a network of academics that have been working on the topic for years, and who have previously collaborated and shared a common understanding of the challenges entailed in expanding information infrastructures within healthcare. The book aims to become a reference for those seeking theoretical and empirical insights for conceptualizing and steering the evolution of information infrastructures in healthcare. The two types of systems (e-prescription and public patient-oriented web platforms) have been selected because they are widespread across Europe, because they invite comparisons, and because they are exemplary of two different types of aims. E-prescription initiatives are usually seen as opportunities to improve healthcare delivery by systematic and not dramatic change. Public patient-oriented web platforms are seen as opportunities to pursue wider and more radical innovation. This book targets researchers, practitioners and students who would benefit from a book providing a comprehensive view to contemporary approaches for the design and deployment of large-scale, inter-organizational systems within healthcare.

The Nordic countries have reached a stage where the national level of development in the use of IT applications has extended to a Nordic level. This is partly a result of the Collaborative Net-work of Nordic eHealth Competence Centres, a voluntary group for experience exchange and common activities regarding ICT in healthcare. However, this Nordic co-operation needs to be strengthened and more structured, with the appropriate re-sources, legal foundation, skills and capacity, to further develop and exploit common solutions. This report is the result of a study carried out on request of the Nordic Council of Ministers, by Ministers for Social Affairs and Health. It has been carried out by the partners of the Collabora-tive Network of Nordic eHealth Competence Centres (Med-Com/Denmark, KITH/Norway, STAKES/Finland, Ministry of Health/Iceland, and Carelink/Sweden). The report describes the use of IT in health care and social services in the Nordic coun-tries. The purpose of the study is to enhance the opportunity for the Nordic countries to learn from each other and to co-operate in a larger extent.
