This standard review plan (SRP) provides guidance to the staff of the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Reactor Regulation and Office of Nuclear Material Safety and Safeguards, on how to evaluate requests to release part of a power reactor facility or site for unrestricted use prior to NRC approval of the facility's license termination plan (LTP). This type of release is referred as a “partial site release” (PSR). The associated regulatory requirements are contained in Title 10, Section 50.83, “Release of Part of a Power Reactor Facility or Site for Unrestricted Use,” of the Code of Federal Regulations (10 CFR 50.83). This SRP presents evaluation and acceptance criteria for the review of PSR applications submitted by licensees. In so doing, this SRP identifies technical areas for review, information to be submitted by licensees, regulatory requirements and guidance, and evaluation criteria for use in assessing compliance with the regulations. Although the main focus of this guidance is directed to the NRC staff's review process, this SRP presents information that licensees and applicants may find useful. Another important purpose of the SRP is to make information available so that the public has a better understanding of the staff's review process and criteria for rejecting or accepting such requests.

This standard review plan (SRP) guides the staff of the U.S. Nuclear Regulatory Commission (NRC) in conducting safety reviews of license termination plans (LTPs). The principal purpose of this SRP is to ensure the quality and uniformity of NRC staff reviews and to present a well- defined base from which to evaluate the requirements for terminating the license of a nuclear power plant. It is also the purpose of this SRP to make information about regulatory matters widely available, so that interested members of the public and the nuclear industry can gain a better understanding of the staff's review process. Licensees may also use this SRP to assist in developing an LTP. Each SRP presents the acceptance criteria for all areas of review for license termination, and identifies the matters to be reviewed, the basis for the review, and the conclusions that are sought. For example, NUREG-1757, “Consolidated NMSS Decommissioning Guidance” provides additional guidance on how to demonstrate compliance with the unrestricted release, restricted release, and alternative criteria for license termination, in accordance with Subpart E of Title 10, Part 20, of the Code of Federal Regulations (10 CFR Part 20). When the three volumes of NUREG-1757 are complete, the consolidated guidance will completely replace NUREG-1727. To avoid duplication of information, this SRP references applicable sections of NUREG-1757 for additional guidance. Once NUREG-1757 is complete, the NRC will revise this SRP to reference the additional sections of NUREG-1757, if necessary. In addition, the NRC will also issue supplemental guidance which will subsequently be consolidated into NUREG-1757 to address partial site release prior to LTP approval, and compliance with Subpart E.
