Social Policy And Poverty In East Asia

This book looks at the role of social policy and particularly social security in addressing the ongoing challenge of poverty in East Asia despite the region’s spectacular experience of economic growth in decent decades. The East Asian miracle resulted over the last four decades in a transformation of the region’s traditional agrarian economies and significant increases in standards of living for many ordinary people. Even though it was given little attention, poverty has remained an ongoing problem. The problem became particularly evident however with the Asian financial crisis of 1997 when many low income and middle class workers became unemployed. As a result of this crisis, the need for effective social policies and social security programs were recognized. The idea that economic growth would solve the problem of poverty was increasingly challenged. Even in China today, where rapid growth has created new employment opportunities and the promise of prosperity for many, the government has recognized that the problem of poverty cannot be addressed only through economic growth but that comprehensive social policies must be formulated, and this includes the development of an effective security system.

This insightful book addresses the urgent need for robust evidence on recent trends and factors contributing to poverty and inequality in East Asia. This title contains one or more Open Access chapters.

Dramatic socio-economic transformations over the last two decades have brought social policy and social welfare issues to prominence in many East Asian societies. Since the 1990s and in response to national as well as global pressure, there have been substantial developments and reforms in social policy in the region but the development paths have been uneven. Until recently, comparative analysis of East Asian social policy tends to have focused on the established welfare state of Japan and the emerging welfare regimes of four Tiger Economies. Much of the recent debate indeed preceded Chinas re-emergence onto the world economy. In this context, this Handbook brings China more fully into the contemporary social policy debates in East Asia. Organised around five themes from welfare state developments, to theories and methodologies, to current social policy issues, the Handbook presents original research from leading specialists in the fields, and provides a fresh and updated perspective to the study of social policy. Providing a comparative international approach, this Handbook will appeal to academics, researchers and students at both undergraduate and postgraduate levels working in the fields of social policy, as well as policy makers and practitioners who are interested in social policy lessons from other societies.

Despite its impressive economic growth, East Asia is facing daunting challenges in mitigating its social problems, including chronic poverty and worsening social inequality. The past decade has seen growing scholarly interest in the development of East Asian social policies not only because of the sheer size of the population and its global impact, but also due to the stark contrast between this region’s economic prosperity and the ongoing issue of severe social inequality. This book presents a collection of studies on aspects of social protection in East Asian Chinese societies, including Mainland China, Taiwan and Hong Kong. The Crisis of Welfare in East Asia adopts a unique and critical perspective on contemporary social welfare policies in East Asia. Recognizing that the neoliberal approach to poverty alleviation has been a failure in Southeast Asia, Tang (social work, U. of Northern British Columbia, Canada) and Wong (social work, Chinese U. of Hong Kong) present country studies of poverty alleviation programs and essays describing alternative approaches (rights-based, institutional, the International Labor Organization, social development, and social activism). This Element argues that Southeast Asia's failure to develop stronger social protection systems has been, at its root, a matter of politics and power. It has reflected the political dominance within the region of predatory and technocratic elements, and the relative weakness of progressive elements. From the mid-1980s, democratisation, the emergence of political entrepreneurs seeking to mobilise mass electoral support, and the occurrence of severe economic and social crises generated pressure on governments within the region to strengthen their social protection systems. But while such developments shifted policy in a more progressive direction, they have been insufficient to produce far-reaching change. Rather, they have produced a layering effect. Innovations have built upon pre-existing policy and institutional arrangements without fundamentally altering these arrangements, ensuring that social protection systems continue to have strong conservative, productivist and predatory attributes.

Social Policy has been a key dimension of dynamic economic growth in East Asia's 'little tigers' and is also a prominent strand of their responses to the financial crisis of the late 1990s. This systematic comparative analysis of social policy in the region focuses on the key sectors of education, health, housing and social security. It sets these sectoral analyses in wider contexts of debates about developmental states, the East Asian welfare model and globalization.

The growth performance of East Asia's market economics over the two-and-half decades has been one of unparalleled success. In this regional comparative study of country experiences, the author demonstrates the considerable scope for complementarity between economic growth and poverty alleviation in the development process. Government policies are shown to have been a major determinant of the development path for the East Asian countries, including the outcomes in income growth and distribution. The study sheds light on the types of policies conducive to both economic growth and poverty reeducation, and provides important lessons for the other developing countries.
