Public administration plays an integral role at every stage of social policy creation and execution. Program operators' management decisions shape policymakers' perceptions of what can and should be accomplished through social programs, while public administrators wield considerable power to mobilize tangible and intangible resources and fill gaps in policy designs. Furthermore, the cumulative effects of public administrators' daily activities directly influence outcomes for program participants, and may shift policy itself. Location also matters to social policy, as those same administrators are expected to innovate continuously in response to shifting local and national conditions, including changes in budgetary allocations, client needs and capacities, and public attitudes. This Handbook will aim to capture what is being learned across six geographical regions: Africa, Asia, Australasia, Europe, Latin America, and the U.S. and Canada. Specifically, each regional section will contain 6-10 chapters canvassing a particular set of promising practices or emerging challenges at the regional or sub-regional level, in addition to a brief overview written by the section editor. The regional sections will be flanked by integrative chapters. As a whole, the volume contains 65 chapters.

The aim of this book is to exemplify the ways in which social work and research develop in ‘advanced’ welfare states – countries where public spending is relatively high as a proportion of GNP. While such countries have traditionally been associated with Scandinavian countries in particular, and North-Western Europe more generally, there are other countries where the public spend on welfare is relatively high. The various contributors in this book explore and exemplify ways in which social work and research are distinctive for advanced welfare states. This involves exploring their connection to professional identities, histories and welfare systems; their associations with academic, theoretical and cultural traditions of collaboration between academic and social work practice, and the distinctive links with community, national policy, governmentality and agency, with respect to forms of knowledge, discourses and conception of social problems. Written by contributors who have experience of living and working in Belgium, Denmark, Ireland, Italy, Singapore and the UK, this book speaks throughout about problems, methods, systems and ideas in language that is readily transferable and transcends national boundaries of thought and social work practice. It will be read and understood by social work students across Europe.

The publication takes account of the fundamental developments transforming social work in Europe at the beginning of the 21st century. A European standard of social work has already emerged, but models for future European social work are absent. Therefore the compendium gives an overview of the current transformation process for the first time, discusses the visible and invisible changes and maps out where social work is positioned in the emerging post-welfare states.

Many scholars have presumed that diversity and change in women’s employment is based on the structures of welfare states and women’s responses to economic incentives and disincentives to join the workforce; How Welfare States Care provides in-depth analysis of women’s employment and childcare patterns, taxation, social security, and maternity leave provisions in order to show this logic does not hold. Combining economic, sociological, and psychological insights, Kremer demonstrates that care is embedded in welfare states and that European women are motivated by culturally and morally-shaped ideals of care that are embedded in welfare states—and less by economic reality.

Published in 1998. Social provision in all European countries has faced increasing scrutiny during the 1990s. Focusing on gendered aspects of welfare state restructuring, each contributor examines the way in which the welfare state of his or her country has been restructed over the past decade, concentrating on services for elderly people and for children. Each chapter outlines the shifts in the mixed economy of welfare and describes the degree to which there has been greater decentralization moves towards a different style of public management or the introduction of market principles. The changes in the provision of services for elderly people and children is described for the same period. Finally, women's position as paid providers of services, as unpaid carers and as recipients of services is analyzed. This book investigates the idea that the move towards "marketization" in many countries is having a disproportionately detrimental effect on women whose leverage on the market tends to be weak.
