This is due to the bond issue which was meces sary to pay for the Hill road construction and for the new Kenrick underpass. Now both of these projects were voted by previous councils, all the 1929 council had to do was to get the money to pay for them. I sometimes wonder whether or not this could not have been better utilized in applying it towards a new high school building which the city sadly needs. 1 am a firm be liever in the advantages derived from good roads, but on the other hand I believe that the majority of the citizens of Franklin derive more advantage from good schools rather than from good roads. Excerpt from Sixty-Sixth Annual Report of the Municipal Government, City of Franklin, New Hampshire: Covering the Financial Year, 1960 Father Houde, Rev. Harris, Former Mayor Gilman, Members of the City Council, Citizens: This year of 1960 will be an important one for all of us. It will be a crucial year, one in which we must decide whether to retrench or whether to go ahead with the growth which is underway here in Franklin. I say WE must GO ahead. Recently I overheard one of our citizens say (and I believe that it was said for my particular benefit) that he didn't want any more indus tries coming in to Franklin, because it was costing him too much in taxes to pay for them. Certainly no one who has analyzed the situation can say that it is costing the taxpayers money to get new industries. As a matter of fact money spent in this manner is the wisest invest ment in Franklin's future that we can ever possibly make, because aside from the pure money picture these new industries give our citizens, both young and old, hundreds of job opportunities which we would not other wise have, and without which we cannot hope to survive. The tax burden in Franklin is high, there is no denying that, as a matter of fact it is very near to the breaking point. Yet we cannot afford to sacrifice all that we are about to gain just so we can cut the tax rate by a dollar or two and save ourselves five or ten dollars this year on our tax bill. We all know the old saying, You have to spend money to make money. Well, it applies to cities as well as to individuals. I believe we are spending money to make money and I will advocate to this year's Council that it continue in this manner - that we spend whatever money is necessary, and that we get a dollar's worth for every dollar that we spend. This will pay dividends IN the long run. Although most of the large projects have been completed or nearly completed there are several items facing us this year, and I shall men tion a few of them. Wages - The council has received or will receive shortly from all City departments requests for an increase in wages. These requests will be turned over to the Finance committee for study. We have given wage increases twice in the past three years, and I believe our wages are now in line with wages paid by other Cities and Towns our size and with local industry. If they are not then they should be adjusted, but I feel that we cannot grant a general wage increase if we are not out of line.
