Scruffy the dog has a lonely and gruelling life until she joins Butch and his gang of stray dogs. They have many humorous adventures together but Scruffy is caught and sent to the lost dogs home where she will be put down the next day. A young reporter arrives just in time to make her the most famous dog in Britain.
