This digest summarizes key findings of research performed under NCHRP Project 20-65, Task 42, Rural Public Transportation Strategies for Responding to the Livable and Sustainable Communities Initiative, by ICF International. For the study, ICF conducted a nationwide survey of state departments of transportation (DOTs) and their rural livability activities; conducted follow-up interviews about grants from the Partnership for Sustainable Communities (PSC); and created a primer highlighting strategies that state DOTs, transit operators, and their partners can use to help rural organizations applying for discretionary grant programs. The strategies discussed in the primer are: (1) Building awareness of PSC resources and livability in rural communities; (2) Providing programmatic and financial support; (3) Creating statewide or regional partnerships; and (4) Encouraging transit coordination at the regional level.

This project involved the development of innovative sharing-economy strategies to address rural transit challenges in Greater Minnesota. Many transit services and transportation network companies (TNC’s) like Uber and Lyft do not provide services to commuters outside metro areas, forcing most residents in Greater Minnesota to own automobiles. Meanwhile, many communities have school bus systems and substantial vehicle capacity that remain parked and unused much of the day. This project uses a human-centered design approach to engage a community in Greater Minnesota with a population of less than 10,000 people to develop a pilot for rural community transit that could be a model for similar communities across the state. The research seeks to answer the question of whether a shared, mobility services approach to rural transit transportation in Greater Minnesota could meet people's needs at a lower cost, with more convenience, and with greater positive impacts on the local economy than current transit practices and services. Our research developed a menu of strategies that uses existing community assets to promote walking, biking, car sharing, bus sharing, and car and van pooling.

This report presents results of research conducted under Transit Cooperative Research Program (TCRP) Project B-21, "Effective Approaches to Meeting Rural Intercity Bus Transportation Needs." The project identified strategies for initiating, preserving, and enhancing effective rural intercity bus transportation. To identify recent projects and to identify barriers or issues affecting implementation, the research effort included surveys of state rural transit program managers, state rail program managers, and intercity bus carriers. The report includes three parts. Part I contains a review of recent developments affecting the intercity bus industry, an overview of potential funding sources, and a review of barriers to implementation of rural intercity projects. Part II provides strategies for rural intercity service improvements, including methods of identifying intercity carriers and services, planning, program development, operating assistance, capital assistance, marketing assistance, and combining approaches. Each strategy is described, and implementation examples are presented. Part III presents 50 project descriptions based on additional survey interviews with project contacts.

This report will be of interest to managers of public transportation and school bus systems, transportation planning and operations professionals, policy makers, and others interested in the potential for coordinating or integrating school bus and public transportation services in non-urban areas. The report identifies and discusses issues associated with such coordination or integration, and provides 13 case studies of communities that have successfully coordinated or integrated some aspect of school and public transportation services. The report also provides an implementation guide that suggests "next steps" for non-urban communities seeking to give serious consideration to the coordination or integration of school and public transportation services.

This book examines the problem of rural poverty from a transit perspective: lack of public transit in rural areas results in unemployment and underemployment and lower quality of health care leading to depression, alcoholism, and related social problems. One solution to the lack of rural transit is shared ride taxicabs and vans. The book describes existing rural transit ridesharing and proposes improvements thereto. This book is for rural community organizers.
