Excerpt from Rules and Regulations for the Government of the Trustees and Officers of the Roper Hospital: Adopted by the Medical Society of South Carolina, and the Trustees of Roper Hospital Charleston Medical Society, after the lapse of fourteen years ownership of such property, or its intrinsic value, and not at any earlier period, unless earlier they be sufficiently enabled from other adequate means, to erect, maintain and regulate a hospital of such dimensions as they in their better judgment may direct, for the permanent reception or occasional relief of all such sick, maimed and diseased paupers as need surgical or medical aid, and whom without regard to complexion, religion or nation, I would they should' admit therein. The site of the said Hospital or Infirmary to be in or near Charleston. Item. I hereby authorize and empower the said Charleston Medical Society to sell and make valid titles for any or all such property as' under any contingent devise may vest the fee simple in them, they taking a mort gage for the same if sold on credit.
