Resources Under Regimes

Democratic or authoritarian, every society needs clean air and water; every state must manage its wildlife and natural resources. In this provocative, comparative study, Josephson asks to what extent the form of a government and its economy--centrally planned or market, colonial or post-colonial--determines how politicians, bureaucrats, scientists, engineers, and industrialists address environmental and social problems presented by the transformation of nature into a humanized landscape.

This book challenges the conventional wisdom that natural resource wealth promotes autocracy. Oil and other forms of mineral wealth can promote both authoritarianism and democracy, the book argues, but they do so through different mechanisms; an understanding of these different mechanisms can help elucidate when either the authoritarian or democratic effects of resource wealth will be relatively strong. Exploiting game-theoretic tools and statistical modeling as well as detailed country case studies and drawing on fieldwork in Latin America and Africa, this book builds and tests a theory that explains political variation across resource-rich states. It will be read by scholars studying the political effects of natural resource wealth in many regions, as well as by those interested in the emergence and persistence of democratic regimes.

Transitions of energy regimes are phenomena that have profoundly affected economies and civilisations over the last 600 years. The shifts from wood to coal, from coal to oil and the potential change to another resource that might be pending now have influenced the ways in which we work, produce, and live. Though they are fundamentally influenced and steered by economic forces these changes have seen little analysis from the viewpoint of economic theory. This book seeks to contribute to filling this gap. To this avail, it firstly provides insight into the historical and present transitions that have taken place. It then gives an overview of the existing economic approaches to energy regime transitions and develops a new interpretation based on evolutionary economics. For this, an approach based on complexity theory and complex adaptive systems is created and applied and the mechanisms behind regime changes are interpreted according to this framework. The analysis is supported by further research into certain aspects of transitions: Historical and present research on resource depletion is compared, the working of path dependence in the constitution and decline of the oil regime is analysed, and the role of entrepreneurship in a regime change from the oil regime towards a potential renewable energy regime is investigated. The book closes with an appraisal of energy regime transitions as a future field of research for evolutionary economics.

A forceful reckoning with the relationship between energy and power through the history of what was once East Asia’s largest coal mine. The coal-mining town of Fushun in China’s Northeast is home to a monstrous open pit. First excavated in the early twentieth century, this pit grew like a widening maw over the ensuing decades, as various Chinese and Japanese states endeavored to unearth Fushun’s purportedly “inexhaustible” carbon resources. Today, the depleted mine that remains is a wondrous and terrifying monument to fantasies of a fossil-fueled future and the technologies mobilized in attempts to turn those developmentalist dreams into reality. In Carbon Technocracy, Victor Seow uses the remarkable story of the Fushun colliery to chart how the fossil fuel economy emerged in tandem with the rise of the modern technocratic state. Taking coal as an essential feedstock of national wealth and power, Chinese and Japanese bureaucrats, engineers, and industrialists deployed new technologies like open-pit mining and hydraulic stowage in pursuit of intensive energy extraction. But as much as these mine operators idealized the might of fossil fuel–driven machines, their extractive efforts nevertheless relied heavily on the human labor that those devices were expected to displace. Under the carbon energy regime, countless workers here and elsewhere would be subjected to invasive techniques of labor control, ever-escalating output targets, and the dangers of an increasingly exploited earth. Although Fushun is no longer the coal capital it once was, the pattern of aggressive fossil-fueled development that led to its ascent endures. As we confront a planetary crisis precipitated by our extravagant consumption of carbon, it holds urgent lessons. This is a groundbreaking exploration of how the mutual production of energy and power came to define industrial modernity and the wider world that carbon made.

This popular technical paper is currently in its sixth reprinting (10/97). Many development projects require that people be involuntarily resettled to other locations to live and work. Governments need adequate policies to minimize the negative effects of this relocation both on the individuals involved and on the national economy. This report presents policy guidelines and procedures for World Bank-financed projects requiring involuntary resettlement. Designed for development specialists, social anthropologists, and sociologists, this volume discusses past Bank projects to illuminate the responsibilities of the governments and the needs of resettlers and host populations during resettlement. Among the topics addressed are types of involuntary resettlement; basic sociological principles in approaching resettlement; policy objectives and strategies; reconstruction of the resettlers' homes, production bases, and social organizations; and the effects of resettlement on the environment. Annexes to this report contain technical checklists for preparing and appraising resettlement plans in projects and for monitoring and evaluating rettlement. Michael M. Cernea has published and editied several books on the sociological aspects of development. A broad literature suggests that political regimes matter for the growth effect of natural resources. However, while several studies have concentrated on the difference between democracies and autocracies in this respect, an important topic overlooked so far is the differences between varieties of authoritarian regimes. This study uses the political variation across sub-national regions of the Russian Federation under Vladimir Putin to compare hegemonic and competitive authoritarian regimes in terms of the effect natural resource abundance has on growth in the short run. We find that competitive authoritarian regimes underperform hegemonic ones and link this effect to higher intensity of rent-seeking and fights over rent in competitive regimes due to the shorter time horizon of the elites.

The means by which people protest—that is, their repertoires of contention—vary radically from one political regime to the next. Highly capable undemocratic regimes such as China's show no visible signs of popular social movements, yet produce many citizen protests against arbitrary, predatory government. Less effective and undemocratic governments like the Sudan’s, meanwhile, often experience regional insurgencies and even civil wars. In Regimes and Repertoires, Charles Tilly offers a fascinating and wide-ranging case-by-case study of various types of government and the equally various styles of protests they foster. Using examples drawn from many areas—G8 summit and anti-globalization protests, Hindu activism in 1980s India, nineteenth-century English Chartists organizing on behalf of workers' rights, the revolutions of 1848, and civil wars in Angola, Chechnya, and Kosovo—Tilly masterfully shows that such episodes of contentious politics unfold like loosely scripted theater. Along the way, Tilly also brings forth powerful tools to sort out the reasons why certain political regimes vary and change, how the people living under them make claims on their government, and what connections can be drawn between regime change and the character of contentious politics.
