Demand side management (DSM) is one of the most topical issues in regulating electric utilities, both in the United States and internationally. What is DSM? It consists of various measures at the level of demand (households, commerce, industry, others), which are at least partially financed by electric utilities and which should either conserve energy or reduce the peak load. The practice of DSM originates from The Public Utility Regulatory Policy Act of 1978 (PURPA) that provided the political and legal framework to set energy conservation as a national goal, which encouraged regulatory commissions to initiate utility conservation programs; see e.g., Nowell-Tschirhart (1990) and Fox-Penner (1990). Moreover, integrated resource planning, which must account for DSM on a level playing field with supply, is written into the 1992 Energy Policy Act as the U.S. Government's preferred method of electric power planning. Although PURPA set energy conservation as a national priority, its implementation was left to the states with the consequence of considerable differences concerning efforts and rules. By 1993 16 states had already implemented integrated resource planning, 9 were in the process of doing so and further 9 considered implementation, (EPRI 1993b). Due to the Clean Air Act of 1990, 24 states are considering to include external costs in integrated resource planning.

From the pulpits to the op-ed pages, several messages about religion in the U.S. are heard again and again: It's said that Americans are flocking to churches and other religious institutions in greater numbers than ever before, that non-Christian faiths are growing rapidly, and that a new religious fervor among the young is filling up the pews. All of these frequently heard messages are incorrect, according to this book. The book, by professors Barry A. Kosmin and Ariela Keysar of Trinity College in Hartford, Conn., is based on a major national survey which they conducted. The U.S. Census is prohibited from asking questions about religion, so this survey, the American Religious Identification Survey, contains the most complete and reliable source of data on religion in America today. This book argues that religion in America can best be understood as a product on offer in the marketplace of ideas. It says that "religious ferment in America is as strong as it has ever been, so whatever you learned about religion in the U.S. a generation ago is out of date."

The relationship between energy and the environment has been the basis of many studies over the years, as has the relationship between energy and development, yet both of these approaches may produce distortions. In the first edition of this book, Professor Goldemberg pioneered the study of all three elements in relation to one another. With contributions from Oswaldo Lucon, this second edition has been expanded and updated to cover how energy is related to the major challenges of sustainability faced by the world today. The book starts by conceptualizing energy, and then relates it to human activities, to existing natural resources and to development indicators. It then covers the main environmental problems, their causes and possible solutions. Disaggregating national populations by income and by how different income groups consume energy, the authors identify the differences between local, regional and global environmental impacts, and can thus ascertain who is responsible for them. Finally, they discuss general and specific policies to promote sustainable development in energy. New coverage is included of today's pressing issues, including security, environmental impact assessment and future climate change/renewable energy regimes. The authors also cover all major new international agreements and technological developments. Energy, Environment and Development is the result of many years of study and practical experience in policy formulation, discussion and implementation in these fields by the authors. Written in a technical yet accessible style, the book is aimed at students on a range of courses, as well as non-energy specialists who desire an overview of recent thought in the area.
