This annual report of the United Nations High Commissioner for Refugees to the General Assembly, through the Economic and Social Council, gives an account of the main activities carried out for the benefit of refugees and displaced persons by UNHCR during the period 1 April 1987 to 31 March 1988. Firstly, an overview of the activities of the Office with regard to international protection for refugees is presented and covers issues such as refugee rights, the admission of asylum-seekers, the principle of non-refoulement and family reunion. The special protection needs of refugee women and children are highlighted. The question of the security of refugees is also examined. The report then concentrates on the major trends in assistance activities for the reporting period, such as emergency relief, care and maintenance, refugee self-sufficiency and the achievement of durable solutions through voluntary repatriation, local settlement in the country of asylum, or resettlement in another country. Significant developments in refugee situations worldwide are summarized by region and detailed information on expenditure levels for UNHCR's programmes in various countries is given. The report also contains information on UNHCR's cooperation with other members of the UN system and with intergovernmental and non-governmental organizations, as well as on financial questions and public information activities.
