This title examines how regulatory frameworks have addressed the various basic issues related to water resources management, and provides a comparative analysis of those issues. It elicits and discusses what it considers are the essential elements for a regulatory framework for water resources management, and identifies some emerging trends.

The appearance of this Second Edition has been encouraged by the favorable reception of the first. This has offered us the opportunity to update the materials and to expand the exposition ofour central theses concerning (1) the integration of water quantity-quality issues and the treatment of water as a multi-product commodity, with the market playing a major role in determining water quality-discriminant pricing; (2) the drawbacks of public controls, regulation and enforcement, and the need to expand privatization of water supply and of water and wastewater treatment facilities to ensure their appropriate development and modernization through increased reliance on private capital; (3) the unification and centralization of water management on the river basin level in order to handle effectively the expanding pressures for water availability, for the elimination of waterborne disease, for extensive and effective pollution abatement as well as coping with the related issues of soil erosion, siltation in streams, channels, and reservoirs, protection against distress from drought and floods, and with the myriad problems relating to the environment, recreation, and navigation. We have maintained the division ofthe book into four major parts and 12 chapters.

This book presents case studies that share important experiences regarding Integrated Water Resource Management (IWRM) in various countries. Following an introduction to theoretical concepts, responsibilities, and challenges, the subsequent chapters address, among other topics, an analysis of policies and regulations for water management in Brazil, the drivers that led California to adapt to the IWRM framework, and the international regulations for water markets and water banking in Australia and Chile. The implications of climate change for water resource systems in Mexico are discussed, as well as management strategies from California that could potentially serve as IWRM adaptation schemes in Mexico. Critical cases from Guanacaste (Costa Rica), and from Zayandehrud River Basin and Lake Urmia (Iran) are reviewed in terms of management practices and solutions. The book also provides an overview of the current availability and use of water resources in South Korea, and discusses the management of and international water law instruments for transboundary groundwater in Africa.

As the pressure on finite resources of freshwater resources increases, government-administered legislation is taking a more dominant role in water resources management and protection. This manual is intended to bridge the gap between the policy and principles of the resultant primary legislation and implementation through secondary legislation. It covers a variety of legislative approaches cvoering all aspects of water resource management from water rights & permits, pollution prevention & control; conservation; flood control; irrigation; drainage and charging. It is an update of of the earlier FAO Legislative Study No. 52 (1994). Like its predecessor, it provides conceptual material for use in the preparation of national regulations for the management, development, use and protection of freshwater resources.

Transparency in the regulation of water utilities is essential in order to ensure quality and fairness. This book explores and compares different regulatory arrangements in the water utilities sectors in three jurisdictions to determine which regulatory and ownership model is most transparent and why. The three jurisdictions considered are England (UK), Victoria (Australia) and Jakarta (Indonesia). Following an introduction to the importance of transparency in water utilities regulation, the book provides an overview of the three chosen jurisdictions and their legal and institutional frameworks. Through a comparison of these the author explores the contested and difficult terrain of "privatization", as (often) opposed to public ownership, in which it is shown that the relationships between transparency and ownership models are not as clear-cut as might be assumed. Chapters consider various aspects and outcomes of the regulatory process and the role of transparency, including topics such as regulators' internal governance mechanisms, utilities corporate governance, licensing and information flow, freedom of information and transparency in tariffs and pricing, as well as customer service. The book concludes with a summary of lessons learned to inform the refinement of transparency in utilities regulation.
