In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify– trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called “departure from uniformity”. This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone. Regional Administration in Japan: Departure from uniformity will interest researchers of Japanese public policy and public administration. This book will also engage researchers of Japanese politics and Japanese studies in general.

Download The Politics of Regional Policy in Japan Book in PDF, Epub and Kindle
This is the first major study of politics and public administration in Japan to balance the prevailing view of the regional policy process from above" with a view "from below." Developing a comparative framework for understanding the place of localities in policy making, he demonstrates that relations among localities in Japan are much more important than previously supposed. Originally published in 1983. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press. These editions preserve the original texts of these important books while presenting them in durable paperback and hardcover editions. The goal of the Princeton Legacy Library is to vastly increase access to the rich scholarly heritage found in the thousands of books published by Princeton University Press since its founding in 1905.

Download Cities, Autonomy, and Decentralization in Japan Book in PDF, Epub and Kindle
Adding a new perspective to the current literature on decentralization in Japan, Cities, Autonomy and Decentralization in Japan, approaches the subject from an urban studies and planning approach. The essays in the collection present a cogent compilation of case studies focusing on the past, present and future of decentralization in Japan. These include small scale development in the fields such as citizen participation (machizukuri), urban form and architecture, disaster prevention and conservation of monuments. The contributors suggest that new trends are emerging after the bursting of Japan's economic bubble and assess them in the context of the country's larger socio-political system. This in-depth analysis of the development outside of Japan provides a valuable addition to students of Urban, Asian and Japanese Studies.

Download Local Politics and National Policy Book in PDF, Epub and Kindle
This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict. Download Japan's Subnational Governments in International Affairs Book in PDF, Epub and Kindle
This book moves away from the common belief that Japan’s international relations are firmly the preserve of the national government in Japan’s highly centralised political system. Examining examples of subnational governments (SNGs) across Japan the book uncovers a significant and generally unrecognised development in Japanese politics: SNGs are ever more dynamic international actors as national borders ‘weaken’ across the world. Exploring what Japanese SNGs do, where they do it, and why, the book considers the implications of these factors for Japan’s international relations and domestic politics. By bringing to light the scope and consequences of the international actions of Japan’s SNGs, this book provides a more accurate and nuanced understanding of the country's foreign policy, at a time when it is pursuing a broader and more active profile in international affairs.
