This report explores the implications of the Fourth Industrial Revolution (4IR) on the future of the job market in Viet Nam. It assesses how jobs, tasks, and skills are being transformed, particularly in logistics and agro-processing. These two industries are important for the country’s employment, economic growth, and international competitiveness and are also highly relevant for 4IR technologies. The report is part of series developed from an Asian Development Bank study on trends in skills demand in Cambodia, Indonesia, the Philippines, and Viet Nam.

These two industries have high relevance to 4IR technologies and are important to the country’s employment, growth, and international competitiveness. They are likely to benefit from the transformational effect of 4IR, if there is adequate investment on jobs, skills, and training. The report is part of series developed from an Asian Development Bank study on trends in skills demand in Cambodia, Indonesia, the Philippines, and Viet Nam.

Education has played an important role in making Vietnam a development success story over the last twenty years. In the 1990s and early 2000s Vietnam experienced rapid economic growth and poverty reduction in the wake of a rapid shift of employment from low-productivity agriculture to higher-productivity nonfarm jobs. Vietnam's committed effort to promote access to quality primary education for all has enabled this transformation and contributed to the country's reputation for having a young, well-educated work force. Skilling Up Vietnam argues that to continue its success story, Vietnam needs to renew its focus on education: not just expanding attainment, but equipping its workforce with the right skills will be needed to foster to Vietnam's continued economic modernization in the coming decade and more. Despite the evidence of impressive basic literacy and numeracy achievements among Vietnamese youth and workers presented in this book, many Vietnamese businesses report that a significant obstacle to their activity is the shortage of workers with adequate skills. Drawing on a survey of employers in urban areas, the book finds that, in addition to job-specific skills, Vietnamese employers value cognitive skills, such as problem solving and critical thinking, and behavioral skills, such as team work and communication. Reorienting Vietnam's education system toward teaching these types of skills will help prepare Vietnamese workers for a modern market economy. Skilling Up Vietnam proposes a three-step holistic skills strategy that looks at today's workforce as much as the future workforce. Vietnam's skills development efforts should focus on promoting school readiness through early childhood development, ensuring a strong cognitive and behavioral foundation in general education, and building job-relevant technical skills through a more connected system among employers, students and universities, and vocational schools.

Fourth Industrial Revolution (4IR) technologies have brought about unprecedented changes to labor markets, and the coronavirus disease further hastened digital transformations. While the application of 4IR technologies spell opportunities for productivity growth and income gains, they also create challenges, including job losses. Investing in skills for 4IR and incorporating 4IR technologies in the delivery of training can smoothen the transition to 4IR workplaces. To provide insights on the opportunities of 4IR, studies were undertaken in three countries—Azerbaijan, Pakistan, and Uzbekistan. This report, focusing on Pakistan, presents evidence from surveys of employers and training institutions, as well as an analysis of job portals for the agro-processing and transportation and storage sectors. It lays out policy directions and actions to harness the benefits of 4IR for growth, employment, and inclusive development.

This open access book analyzes the main drivers that are influencing the dramatic evolution of work in Asia and the Pacific and identifies the implications for education and training in the region. It also assesses how education and training philosophies, curricula, and pedagogy can be reshaped to produce workers with the skills required to meet the emerging demands of the Fourth Industrial Revolution. The book’s 40 articles cover a wide range of topics and reflect the diverse perspectives of the eminent policy makers, practitioners, and researchers who authored them. To maximize its potential impact, this Springer-Asian Development Bank co-publication has been made available as open access.

New and emerging technologies under Industry 4.0 are rapidly changing the nature of work and demand for skills around the world. Meanwhile, the coronavirus disease (COVID-19) pandemic is causing significant labor market upheavals. In the Philippines, the impacts on economic growth and employment have been highly disruptive. This publication highlights the vital role technical and vocational education and training (TVET) can play in mitigating the negative impacts of these drivers. It assesses what needs to be done to ensure the country's TVET system, and TESDA, the agency responsible for TVET, can meet the challenges and achieve their objectives of a competitive and socially inclusive workforce.

The annual Asian Development Outlook analyzes economic performance in the past year and offers forecasts for the next 2 years for the 45 economies in Asia and the Pacific that make up developing Asia. Growth prospects in the region are upbeat, buoyed by favorable demand at home and abroad. A strong performance in 2017 reflected a surge in exports, which will likely abate this year and next, and rapidly expanding domestic demand. While the outlook is for steady growth, risks to it are decidedly on the downside: Trade friction could weaken recently deepened trade links, tightening US monetary policy could diminish investment in developing Asia, and rising domestic private debt may hamper growth. New technologies drive higher productivity, the foundation for economic growth, better-paid jobs, and poverty reduction. The latest technologies in robotics and artificial intelligence may threaten some jobs, however, and leave less-skilled workers behind. To maximize gains in productivity while safeguarding social welfare, governments in developing Asia should protect workers but not preserve particular jobs. Meanwhile, they should facilitate the countervailing forces in new technologies that generate new jobs. Dealing with the downsides of new technology requires synchronized effort on skills development, labor regulation, social protection, and income redistribution.
