Readings In European Security Vol I

The European Security Forum is a joint initiative of the Centre for European Policy Studies (CEPS) and the International Institute for Strategic Studies (IISS), launched in late 2000. The objective of the Forum is to bring together senior officials and experts from EU and Euro-Atlantic Partnership countries, including the United States and Russia, to discuss security issues of strategic importance to Europe. The Forum is jointly directed by CEPS and the IISS and is hosted by CEPS in Brussels. This first volume of Readings in European Security contains the complete set of working papers commissioned by the Forum since its founding through November 2002 (Nos. 1-9). The papers are written by independent experts presenting EU, US and Russian viewpoints on the topic.

The European Security Forum brings together senior officials and experts from EU and Euro-Atlantic Partnership countries, including the United States and Russia, to discuss security issues of strategic importance to Europe. Now in its sixth year of operation, the Forum is jointly directed by the Centre for European Policy Studies (CEPS), the Geneva Centre for the Democratic Control of Armed Forces (DCAF), and the International Institute for Strategic Studies (IISS) in London. The ambition of this fourth annual volume of Readings in European Security is to serve as a prism through which the EU's external relations and security can be assessed, with contributions from its American and Russian partners. The book contains the complete set of working papers presented and discussed from January through December 2006. During this period, international experts tackled highly topical strategic issues ranging from the security of energy supplies in Europe to Ukraine's strategic security to Islamic extremism in Europe to the strategic implications of the failed EU Constitutional Treaty.

The Changing Politics of European Security explores the key security challenges confronting Europe, from relations with the US and Russia to the use of military force and the struggle against terrorism. In the future, the authors conclude, European states will act alone, independent of America, on security matters.

Ukraine gained its independence from the Soviet Union in 1991. In the decades between the end of the cold war and the crisis of 2014, the country suffered a large decline in agricultural and industrial production, plunging economic indicators into a sharp decline and leading to large-scale poverty and hardship. Do the EU and NATO threaten Russian security? The book explores the rise of these exclusive ’inter-democratic’ security institutions after the collapse of the Soviet Union, and the ensuing effects on relations with Russia. Two competing theories are tested to explore whether these institutions aggravate or mitigate the security dilemma with Russia. These institutions can be theorised to promote security as a positive-sum game through European integration and democracy promotion, or pursue collective hegemony with ideologically uncompromising bloc-politics. Glenn Diesen argues that a European security architecture that demotes the largest state on the continent to an object of security inevitably results in ’European integration’ becoming a zero-sum geopolitical project that has set the West on a collision course with Russia.
