प्राचीन भारतीय इतिहास को वैज्ञानिक खोजों के आलोक में व्याख्यायित-विश्लेषित करनेवाले इतिहासकारों में प्रो. रामशरण शर्मा का महत्त्वपूर्ण स्थान है। अपनी इस पुस्तक में उन्होंने प्राचीन भारत की राजनीतिक विचारधाराओं और संस्थाओं के साम्राज्यवादी और राष्ट्रवादी स्वरूप का सर्वेक्षण किया है। इस क्रम में उन्होंने गण, सभा, समिति, परिषद-जैसी वैदिक संस्थाओं के जनजातीय स्वरूप पर प्रकाश डालते हुए ‘विदथ’ नामक लोक-संस्था पर विस्तार से विचार किया है और उत्तर-वैदिक संस्थाओं के अध्ययन में वर्ण और धर्म का महत्त्व दिखाया है। उन्होंने यह भी बताया है कि सातवाहन राज्यव्यवस्था मौर्य और गुप्त व्यवस्थाओं तथा उत्तर और दक्षिण भारत को मिलानेवाली कड़ी का काम करती है। साथ ही, कुषाण तथा सातवाहन राज्यतंत्रों के विश्लेषण में बाह्य, स्थानीय और सामंतवादी तत्त्वों पर भी प्रो. शर्मा की दृष्टि गई है। कुल मिलाकर, प्रो. शर्मा ने वैदिक काल से लेकर गुप्त काल तक राज्यव्यवस्था के प्रमुख चरणों का बदलते हुए आर्थिक और सामाजिक संदर्भों में अध्ययन किया है। उपरोक्त अध्ययन के क्रम में प्रो. शर्मा ने कुछ महत्त्वपूर्ण प्रश्न उठाए हैं और उनका यथासंभव समाधान भी इस पुस्तक में दिया है। उनका मानना है कि इस काल में जिन राजनीतिक विचारों का जन्म हुआ, उनके पीछे जाति, वर्ण, धर्म और अर्थव्यवस्था की भूमिका को समझे बिना इन विचारों की तह तक पहुँचना संभव नहीं है। इस पुस्तक के प्रकाशन के पूर्व इन मुद्दों पर व्यापक रूप से विचार नहीं किया गया था। एम.ए. कक्षाओं के प्राचीन भारतीय इतिहास के छात्रों, शोधार्थियों और अध्यापकों के लिए यह एक आवश्यक ग्रंथ है।
