The postal and delivery sector has been the subject of considerable interest in recent years. This book brings together a number of contributions directed at understanding developments in the field of postal reform. The authors review the experience and plans ofindividual countries to provide some perspective on the problems faced in the area and the varied approaches being taken to address it. They also review key elements of policy and strategy that are important in this debate.

The post-communist states of Central and Eastern Europe have gone from being among the world's most closed, autarkic economies to being some of the most export-oriented and globally integrated. While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.

Corporate governance is an area of key importance for students of comparative management and international business. This is particularly relevant in analyses of the post-socialist economies of the East, where both governments and enterprises have undergone major structural transformation. This title was first published in 1994, following the Centre for Organisational Studies’ (COS) third Round Table, which discussed East-West business collaboration in relation to the management of organizations. As a result, the edited collection is designed to provide guidance for managers, in the East and West, to the kind of governance issues they might face when working together in the post-Soviet business world. Utilizing a series of case studies, the chapters represent a genuine dialogue between managers, consultants and academics who have worked on both sides of the former ideological divide.

The book analyses how political parties compete and strategise on the issue of territorial reform using case-studies that include countries from both Western (Belgium, Germany, Italy and Spain) and Central-Eastern Europe (Poland, Slovakia and Romania). Each case-study considers different drivers of decentralization, such as territorial identities and the demands of regionalist parties for territorial autonomy or independence, efficiency concerns related to issues of uneven economic development and economic competitiveness, the pressure from supra-national organizations (especially the EU), as well as different combinations of these drivers. They also consider how the ideology and organisation of state-wide parties and the institutional context in which they compete shape their responses to these drivers and their strategy towards the question of territorial reform. This collection investigates the logic of the actions that guide political parties’ strategy to highlight trends that are apparent across the case-studies. This book was originally published as a special issue of West European Politics.

East-Central Europe is about to bring its welfare reforms to the European Union. Nevertheless, in the course of the Accession, one could hardly fix the European standards of social policy or examine to what degree the newcomers may have approached them. Evidently, there has always been a variety of welfare regimes in the EU. Moreover, today's experts in post-communist countries do not find stable policies and institutional arrangements in the West but rather another reform process, the "domestication" of the classical welfare states. True, the general trends are not dissimilar: partial retrenchment, decentralization, marketisation and privatisation of public welfare services, as well as an upsurge of the voluntary sector, are the main characteristic features of regulating welfare on both sides of the former Iron Curtain. This edited collection addresses the dynamics of the post-Communist transition in Central Eastern Europe. Its contributors present a detailed analysis of the events unfolding during the last three decades in the region, focusing in particular on identity-building processes and reforms in Belarus, Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Slovakia, and Ukraine. The contributors outline reasons why some of these states accomplished a decisive break with the Communist past and became members of European and transatlantic structures, while some opted for pseudo-transition and fostered hybrid political regimes, jeopardizing their genuine integration with the West. A group of states which decided to preserve their Communist legacy is also explained. The collection describes and scrutinizes the formation of geopolitical affiliations and the evolution of discourses of belonging. It also traces the fluctuating dynamics of national decision-making and institution-building, as many of the post-Communist states reconsider and re-elaborate their initial ideas and visions of Europe today. Finally, the collection brings to light the rapidly changing perceptions of the region by the major global actors—the European Union, People’s Republic of China, Russian Federation, and others.
