Post Conflict Security Peace And Development

This book examines links between post-conflict security, peace and development in Africa, Latin America, Europe and New Zealand. Young peace researchers from the Global South (Uganda, Ivory Coast, Kenya, Brazil, Colombia) as well as from Italy and New Zealand address in case studies traumas in Northern Uganda, demobilisation and reintegration of ex-combatants in the Ivory Coast, economic and financial management of terrorism in Kenya, organised crime in Brazil, mental health issues in Colombia, macro realism in Europe and global defence reforms within the military apparatus since 1990. The book reviews linkages between regional stability, development and peace in post-conflict societies while adding on to the post 2015 international agenda and discusses linkages between peace, security and development.

The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

As a basic human need, the provision of safe water is among the highest priorities of government and humanitarian interventions during post-conflict recovery and peacebuilding. In the aftermath of war, water, sanitation, and infrastructure play a critical role in the recovery of livelihoods and economic development. Moreover, shared waters have great potential for interstate cooperation, assisting to rebuild trust following conflict and to prevent a return to conflict. This volume draws on studies from around the world to create a framework for understanding how water resources decisions and activities can facilitate or undermine peacebuilding in a post-conflict setting.

Whilst classical approaches linked development with peace, security has become central to understandings of both war and peacetime. ‘The Security-Development Nexus: Peace, Conflict and Development’ approaches the subject of the security-development nexus from a variety of different perspectives. Chapters within this study address the nexus specifically, as well as investigate its related issues, particularly those linked to studies of conflict and peace. These expositions are supported by a strong geographical focus, with case studies from Africa, Asia and Europe being included. Achieving security and development in the post-conflict era is a challenge with which stakeholders have to grapple. While stakeholders are quick to claim success when physical hostilities cease between the belligerents, ensuring sustainable peace has been a daunting task. In some countries in Africa, the post-conflict era is characterized by organizing elections to ensure greater political participation. It is believed that elections will begin a process of openness and trust in the governing system. A supplement to electoral democracy has been power sharing arrangements used to resolve post-election violence, and ensure stability within the state. However, what underlie most conflicts in Africa is the marginalization and lack of an enabling environment to achieve individual life objectives. Policies and strategies to achieve security and enhance development post conflict have, at best, been an extremely slow process and sometimes elusive. In Sierra Leone, for instance, though the official declaration of the end of war and the successful general elections held in 2002, 2007, and 2012 have led to some domestic stability, developmental targets in the post-conflict era have proceeded at a snail’s pace. The country continues to rank at the bottom of most UNDP human development indicators since 2002. Human Security and Sierra Leone’s Post-Conflict Development analyzes the extent to which human security issues have been addressed and subsequently implemented in the post-conflict reconstruction process. While Sierra Leone has made tremendous efforts at implementing reforms in the areas of political sensitization, promotion of civil rights and civil liberties, as well as personal security, the lack on the part of the government to effectively address the unemployment problem has negatively affected security and developmental targets. Thus, the post-conflict management strategies in Sierra Leone fail to secure and promote some aspects of human security, leading to fragile peace and slow progress in achieving sustainable security and development. Human security is an all-encompassing phenomenon and must be addressed to achieve overall wellbeing of the people, especially in post-conflict environments.

Post-Conflict Peacebuilding comes at a critical time for post-conflict peacebuilding. Its rapid move towards the top of the international political agenda has been accompanied by added scrutiny, as the international community seeks to meet the multi-dimensional challenges of building a just and sustainable peace in societies ravaged by war. Beyond the strictly operational dimension, there is considerable ambiguity in the concepts and terminology used to discuss post-conflict peacebuilding. This ambiguity undermines efforts to agree on common understandings of how peace can be most effectively 'built', thereby impeding swift, coherent action. Accordingly, this lexicon aims to clarify and illuminate the multiple facets of post-conflict peacebuilding, by presenting its major themes and trends from an analytical perspective. To this end, the book opens with a general introduction on the concept of post-conflict peacebuilding, followed by twenty-six essays on its key elements (including capacity-building, conflict transformation, reconciliation, recovery, rule of law, security sector reform, and transitional justice). Written by international experts from a range of disciplines, including political science and international relations, international law, economics, and sociology, these essays cover the whole spectrum of post-conflict peacebuilding. In reflecting a diversity of perspectives the lexicon sheds light on many different challenges associated with post-conflict peacebuilding. For each key concept a generic definition is proposed, which is then expanded through discussion of three main areas: the meaning and origin of the concept; its content and essential components; and its means of implementation, including lessons learned from past practice.

This book explores the meaning of local ownership in peacebuilding and examines the ways in which it has been, and could be, operationalized in post-conflict environments. In the context of post-conflict peacebuilding, the idea of local ownership is based upon the premise that no peace process is sustainable in the absence of a meaningful degree of local involvement. Despite growing recognition of the importance of local ownership, however, relatively little attention has been paid to specifying what precisely the concept means or how it might be implemented. This volume contributes to the ongoing debate on the future of liberal peacebuilding through a critical investigation of the notion of local ownership, and challenges conventional assumptions about who the relevant locals are and what they are expected to own. Drawing on case studies from Bosnia, Afghanistan and Haiti, the text argues that local ownership can only be fostered through a long-term consensus-building process, which involves all levels of the conflict-affected society. This book will be of great interest to students of peacebuilding, peace and conflict studies, development studies, security studies and IR.
