Political And Public Acceptability Of Congestion Pricing

This book explores the public acceptability of congestion pricing in the Chinese context. Successful in western cities, notably London, congestion pricing has overcome vested interests to revitalize city centers and reduce pollution. Given the radically different nature of China's culture and political system, the author articulates why public acceptability should be an issue and how it will look in an authoritarian context. Based on stakeholder interviews, focus groups and an attitudinal survey, this book will interest policymakers, planners, and scholars of transport governance.

As more and more cities consider introducing urban road pricing schemes, this book describes, compares and contrasts arguments for and against using this transport policy instrument.It investigates the acceptability of various forms of road pricing schemes by examining and contextualising actual schemes and hypothetical scenarios. The resulting analysis provides a sociological theory of acceptability, carefully grounded in arguments about road pricing, which demonstrates how professional discourses diverge from publicly acceptable arguments. It also suggests ways in which consensus can be reached between the various road pricing options.

Based on the MC-ICAM conference, this text discusses various questions relating to achieving a general public acceptance of various "road pricing" measures.

This thesis makes three related contributions to the broad literature on congestion pricing. First, it examines three policy dimensions that underlie pricing: the economic arguments that motivate it, the technological options that enable it, and the equity concerns raised by its implementation. The thesis unites these dimensions and shows that not only can they be in tension with each other, but they also collectively affect pricing's public acceptance. Second, a new framework is proposed that roots the public rejection of congestion pricing along the dimensions of inequity and uncertainty, influenced by societal views and institutional issues. Using this framework, a number of political problems including collective action, credible commitment, free riding and loss aversion are posed as specific combinations of perceived inequity and uncertainty about congestion pricing's benefits and costs. Societal views are then shown to moderate the public's sentiment about this policy. Afterwards, this framework is linked to institutional issues, particularly the political process that could constrain and block the approval of a congestion pricing program. Finally, the thesis evaluates the effectiveness of pricing as a policy tool. The impacts of congestion pricing-both positive and negative-are first considered. Afterwards, the thesis compares pricing to a small subset of other congestion mitigation options, including taxing vehicle miles traveled, regulating automobile ownership, and regulating and taxing parking supply. The revenue generating potential of these tools is also reviewed. Throughout the thesis, evidence is drawn from both successful (e.g., London, Stockholm and Singapore) and failed (e.g., New York City, Edinburgh, Manchester and Hong Kong) attempts to introduce congestion pricing. The research concludes by delineating a number of important considerations when exploring pricing as an option to mitigate traffic congestion.

Due to factors such as congestion and pollution there is increased public and academic interest in road user charging. Until now the debate has focused on the economic theory of road user charging. However, a cogent economic case does not necessarily ensure public acceptance and subsequent implementation. This book seeks to provide an academic account of how such schemes might be implemented. It deals with how the decision-making process should be undertaken in order to secure political and public acceptability. This book bridges the gap between economic theory and public policy making and suggests policy options as a means of combating road traffic congestion in urban areas. The book includes a chapter on the Central London congestion charging scheme detailing the various factors which have resulted in its successful implementation. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. Traffic congestion affects towns and cities everywhere and in some places it is regarded as one of the most urgent and important problems in need of a solution. Road pricing is undoubtedly recognised as an effective traffic demand management tool. The recent London congestion charging scheme seems to be showing that public and political opposition is not insurmountable. Thus, the ghost that prevented the introduction of a policy supported by transport economists for over 80 years seems to have disappeared or at least, weakened.The book contains twelve papers useful to different types of audience, such as researchers and postgraduate students, civil servants, policy makers and consultants. The first part is mainly theoretical and concentrates on second-best congestion pricing including pricing in urban contexts, the impact on the performance of the road network, optimal locations and charge levels, dynamic aspects such as time variation of tolls, potential impacts of road pricing on costs and service quality of public transport buses, and efficiency costs and transport sector effects of different types of pricing when they guarantee a balanced budget per mode.The second part contains chapters that describe the schemes in place around the world such as Singapore, Norway, London, and the US. The volume is an update of the state of the art on the subject and the first one to have been written and appear after the London scheme was implemented and to contain an assessment of its preliminary impacts.
