Available online: https://pub.norden.org/nord2023-037/ This policy brief highlights the main takeaways from the project “Nordic Stocktake and Visions – Pathways to climate neutrality”. The project has resulted in two main reports: Nordic Stocktake – Pathways to Climate Neutrality & Nordic Visions of Climate Neutrality. The Nordic Stocktake concludes that the Nordics need to accelerate the green transition, especially within transport, industry and agriculture. Countries that have the tools, know-how and institutional and financial capacity can demonstrate mitigation options in all sectors. The project's visions of a climate neutral Nordic society is not just only about emission reductions and technology. The net zero transformation creates opportunities, jobs and spurs investments and innovation. Nordic climate neutral societies are in social and environmental balance. A smarter society with inclusive democracy and long-term policies.

Available online: https://pub.norden.org/nord2023-038/ Visions are powerful tools in spurring action and creating support for the green transition. In the light of this, climate change policies need to be aligned with visions. The report shows that the Nordic countries share many of the same visions. Importantly, visions of a climate neutral Nordic society are not just about emission reductions and technologies. Instead, visions are about issues such as physical and mental health, spare time, and strong communities. This report is meant as a starting point for further dialogue about positive visions of climate neu-trality. From citizens to politicians, we all need to start thinking about what “a good life” is in a climate neutral world. The report presents a range of different visions derived from interviews with Nordic experts and thought leaders and from discussions at the Nordic Pavilion at COP27.

Available online: https://pub.norden.org/temanord2023-545/ The UNFCCC Global Stocktake will be conducted during COP28 in December 2023. The Nordic Stocktake report is intended as a regional tool to support the Global Stocktake process and spur to further climate action, both within the Nordics and beyond. The Nordic region needs to increase the pace of the green transition if we are to lead by example. The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

The overall objective and purpose of the efforts of this working group, which ended its work at the end of 2021 and was subsequently integrated into the Nordic Working Group on Biodiversity, was to contribute to achieving the sustainable development goals of Agenda 2030 with an emphasis on strengthening the exchange of experiences and co-operating on Nordic solutions for sustainable urban development. The importance of urban green spaces in achieving this has been a key focus of the group’s work. The text was prepared by Cecil C. Konijnendijk under assignment from the Working Group.

Available online: https://pub.norden.org/temanord2021-548/ How do we ensure gender balanced climate policies? This policy brief provides conclusions and recommendations based on the report "How climate policies impact gender and vice versa in the Nordic countries".The Nordic countries have set-out ambitious climate mitigation targets that require structural changes of the Nordic societies in terms of how we move, live, eat, and consume in a low carbon manner. Climate action plans draw the paths of how each of the Nordic countries are to realise these climate mitigation targets. While all the Nordic countries acknowledge that climate policies impact gender, the actual gender mainstreaming of the climate action plans is limited. The policy brief provides recommendations on how to move forward towards how gender-responsive climate policies can be ensured.

Available online: https://pub.norden.org/politiknord2022-724/ In 2019, the Nordic prime ministers adopted a vision for the Nordic Region to be the most sustainable and integrated region in the world by the year 2030. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

This brief is based on the findings of a research project supported by the Nordic Council of Ministers Working Group for Climate and Air (NKL), entitled: “The impact of COVID-19 and recovery packages on emission pathways to 2030”. This research project has been prepared as a specific contribution to the 2021 edition of the UNEP Emissions Gap Report.

The Global Climate Action Agenda (GCAA) covers a wealth of cooperative action between governments, cities, businesses, non-governmental organisations and citizens. Non-state climate initiatives under the GCAA represent a key means to rapidly bridge the gaps in current climate action. This report identifies some 300 international cooperative initiatives worldwide, noting Nordic stakeholders among the most active participants within these initiatives. The analysis recommends continued Nordic support for initiatives with strong commitments to effective and transparent action. It also filters out 7 mitigation, adaptation and/or finance related initiatives of particular interest for Nordics. They are well aligned with the 2019 Declaration on Nordic Carbon Neutrality by the Nordic prime ministers and represent major opportunities for accelerated climate action - also within Nordic countries.

Available online: https://pub.norden.org/nord2023-017/ The 6th Nordic Conference on Climate Change Adaptation, NOCCA23, took place in Reykjavik, Iceland in April 2023. The focus of the conference was on ways to accelerate mainstreaming of adaptation at the municipal level in the Nordics. Four themes were studied: sea level rise, transboundary climate risks, nature-based solutions, and local master planning. The conference explored the current state of adaptation as well as actions implemented in the Nordic countries and the challenges, opportunities, and learnings from the implementation process. The role of different actors was discussed, and how engagement with the community is paramount to success. Finally, the role of the Nordic Council in accelerating adaptation measures within the Nordic region and beyond was discussed. The results have been summarized into a policy brief capturing the thrust of the discussion of the conference.
