Planning For Innovation In African Agriculture

African agriculture is currently at a crossroads, at which persistent food shortages are compounded by threats from climate change. But, as this book argues, Africa can feed itself in a generation and can help contribute to global food security. To achieve this Africa has to define agriculture as a force in economic growth by advancing scientific and technological research, investing in infrastructure, fostering higher technical training, and creating regional markets.

This book examines how agricultural innovation arises in four African countries ? Ghana, Kenya, Tanzania, and Uganda ? through the lens of agribusiness, public policies, and specific value chains for food staples, high value products, and livestock.

In this study, we look at the potential for development leaps in Africa in three key sectors that provided the basis for socioeconomic development around the world: health, education and agriculture. Advances in these sectors increase the human capital, create jobs and economic opportunities and have a positive influence on each other. Healthy and well-fed children can learn better; hygiene and better medical care diminish infant mortality, which reduces the desire for a large number of children; education for women promotes gender equality and causes birth rates to fall further. This creates a population structure under which the economy can grow particularly well: a demographic dividend becomes possible.

This book looks at the input-output relations of low-resource agriculture in Africa and shows how the intensification process through the application of modern technologies can work successfully to raise productivity and to sustain production over the long term.

One of Africa's major untapped resources is the creativity of its farmers. This book presents a series of clear and detailed studies that demonstrate how small-scale farmers, both men and women, experiment and innovate in order to improve their livelihoods, despite the adverse conditions and lack of appropriate external support with which they have to contend. The studies are based on fieldwork in a wide variety of farming systems throughout Africa, and have been written primarily by African researchers and extension specialists. Numerous lively examples show how a participatory approach to agricultural research and development that builds on local knowledge and innovation can stimulate the creativity of all involved - not only the farmers. This approach, which recognizes the farmers' capacity to innovate as the crucial component of success, provides a much-needed alternative to the conventional 'transfer of technology' paradigm. This book—prepared by Agricultural Science and Technology Indicators (ASTI), which is led by IFPRI—offers a comprehensive perspective on the evolution, current status, and future goals of agricultural research and development in Africa, including analyses of the complex underlying issues and challenges involved, as well as insights into how they might be overcome. Agriculture in Africa south of the Sahara is at a prospective tipping point. Growth has accelerated in the past decade, but is unsustainable given increasing use of finite resources. The yield gap in African agriculture is significant, and scenarios on feeding the world’s population into the future highlight the need for Africa to expand its agricultural production. Agricultural Research in Africa: Investing in Future Harvests discusses the need to shift to a growth path based on increased productivity—as in the rest of the developing world— which is essential if Africa is to increase rural incomes and compete in both domestic and international markets. Such a shift ultimately requires building on evolving improvements that collectively translate to deepening rural innovation capacity.

Agricultural research, extension and education can contribute greatly to enhancing agricultural production in a sustainable way and to reducing poverty in the developing world, but achievements have generally fallen short of expectations in Africa. In recent years, growing economic and demographic pressures - coupled with the entry of new market forces and actors - have created a need and an opportunity for more interactive approaches to development. Understanding the existing innovation processes, recognizing the potential for catalysing them and learning how to support joint innovation by different groups will be the key to success. This book covers new conceptual and methodological developments in agricultural innovation systems, and showcases recent on-the-ground experiences in different contexts in Africa. The contributions show how innovation is the outcome of social learning through interaction of individuals and organizations in both creating and applying knowledge. It brings examples of how space and incentives have been created to promote collaboration between farmers, research, extension and the private sector to develop better technologies and institutional arrangements that can alleviate poverty. In 25 broad-ranging chapters the book reflects cutting-edge thinking and practice in support of innovation processes in agriculture and management of natural resources.

Africa can achieve self sufficiency in food production through adoption of innovations in the agriculture sector. Numerous soil fertility and crop production technologies have been generated through research, however, wide adoption has been low. African farmers need better technologies, more sustainable practices, and fertilizers to improve and sustain their crop productivity and to prevent further degradation of agricultural lands. The agricultural sector also needs to be supported by functional institutions and policies that will be able to respond to emerging challenges of globalization and climate change.
