This book surveys Russia's relations with the world since 1992 and assesses the future prospect for the foreign policy of Europe's largest country. Together these essays offer an authoritative summary and assessment of Russia's relations with its neighbors and with the rest of the world since the collapse of the Soviet Union.

The essays gathered here represent a panel at SSI's annual Russia conference in 2011. They focus on the analysis of Russian foreign policy both on its material side or actual conduct as well as on the cognitive bases of Russian thinking about international affairs and Russian national security. They span much of the gamut of that foreign policy and also show its strong linkages to the Russian historical tradition and to the imperatives of Russian domestic development.

This book presents a ground-breaking comparative study of the bilateral relations of all 27 EU member states with Russia and an assessment of their impact on the EU’s efforts to conduct a coherent and effective policy towards its most important neighbour. While there has been a lot of research on European foreign policy, there has been much less on the role that national foreign policies play in it. Based on a common analytical framework, this book offers a detailed analysis of ‘national perspectives on Russia’ and how they interact with and affect policymaking at the EU-level. The authors provide deep insights into the relationship between individual states and Russia looking at a range of policy areas: economics, trade, energy, security, culture and education. They are not only interested in examining policy failure but also probing the possibilities of seeing national foreign policies and the bilateralism with third parties that they often entail as a potentially positive resource for the European Union. As Russia is an example of a particularly hard case for EU foreign policy, this book yields important insights concerning the possibilities as well as limits of developing a common EU policy in the future. Since the fall of communism, public opinion in Russia, including that of a now more diverse elite, has become a substantial factor in that country's policymaking process. What this opinion might be and how it responds to American actions is the subject of this study. William Zimmerman offers important and sometimes disturbing insight into the thinking of citizens in America's former Cold War adversary about such matters as NATO expansion. Drawing on nearly a decade of unprecedented surveys he conducted with a wide spectrum of the Russian public, he gauges the impact of Russia's opening on its foreign policy and how liberal democrats orient themselves to foreign policy. He also shows that insights from the study of American foreign policy are often "portable" to the study of Russian foreign policy attitudes. As Zimmerman shows, the general public, which had a modest but real role in foreign policy decision making, tended much more toward isolationism than did the predominant elites who steered Russia's foreign policy in the 1990s. Interspersing smooth prose with a wide array of richly informative tables, the book represents an invaluable opportunity to discern probable shifts in Russian foreign policy that domestic political changes would bring. And it powerfully suggests that the West, by forging its own policies toward Russia with more prudence, can have a say in the outcome of the great choice facing Russia--whether to forge ahead with democracy or slip back into authoritarianism.

Through a compilation of foreign policy documents and statements, harnessed together by a section of analytic works, this book seeks to highlight the shift in Russian foreign policy at the beginning of the twenty-first century. This compilation presents the work of formative scholars in this field who are concerned with the evolution of Russia Foreign policy thinking and behavior. This volume compiles critical documents and statements (treaties, addresses and articles) that deal with the formation of new conceptions of security in the New World order. The articles critically evaluate the implications of these new initiatives and lend insight to these documents and statements in practice. They address a wide range of topics from the crisis in Kosovo to domestic Russian policy, with an eye to the future of Russian policy.

Russian international relations has undergone profound changes in the last fifteen years that have effected both the Russian view of the world and the outside perspective of the Russian Federation. These changes will undoubtedly play an integral part of Russian foreign relations for years to come. And yet the question remains, how has Russian influence adapted to the post-Soviet world order? In this critical analysis, Andrei Melville sheds light on the complexities of Russian foreign policy from 1991 to 2004.
