Perspectives Of National Elites On European Citizenship

Over the last two decades, the process of European integration has become interwoven with the theme of citizenship and the debate on the democratic quality of the EU and of its institutions has become more salient. What are the views about Europe which emerge when we interrogate the national elites of the four large South European countries, Greece, Italy, Portugal, Spain and what is their vision of a supra-national citizenship in its different facets? Are these views sufficiently homogeneous and do they distinguish themselves from those of the rest of the European Union to the point of enabling us to talk about a "distinctive region of Europe"? Which interpretation(s) of European citizenship emerges from a systematic exploration of these opinions? Using a set of survey and textual data collected in the framework of the IntUne project, the authors attempt to provide some original answers to these questions. This book was published as a special issue of South European Society and Politics.

In the age of grand recession, nationalism seems to have returned to Europe. In every EU country, many citizens are unhappy with the perceived intrusion of 'Europe' in their way-of-life. Any idea of a genuine pan-European identity seems to be in retreat. This book provides an unprecedented insight into the multiple ways through which citizens of 16 countries connect their own national identity to European identity. The book's theoretical claim is that European identity, as well as national identity, should be empirically assessed taking into account its multi-dimensionality. The volume's contributors suggest that European identity was always unlikely to be a source of political integration and political legitimacy in the way national identities have been in the past and are today. Europeans' primary identity is national rather than supranational. Mutual trust between European peoples exists, but is somewhat fragile. Yet, European identity is intertwined with national identities in manifold ways. The 'imagined communities' at the national and European level show strong similarities - criteria for being a European are strongly associated with the criteria used to define who national belonging. These complex links also manifest themselves in citizen's feelings of interdependence between the nations in the European Union - which, the volume suggests, support the EU in the face of severe crises. The IntUne series is edited by Maurizio Cotta (University of Siena) and Pierangelo Isernia (University of Siena). The INTUNE Project - Integrated and United: A Quest for Citizenship in an Ever Closer Europe - is one of the most recent and ambitious research attempts to empirically study how citizenship is changing in Europe. The book series is organized around the two main axes of the project, to report how the issues of identity, representation and standards of good governance are constructed and reconstructed at the elite and citizen levels, and how mass-elite interactions affect the ability of elites to shape identity, representation and the scope of governance. A first set of four books examines how identity, scope of governance and representation have been changing over time respectively at elites, media and public level. The next two books present cross-level analysis of European and national identity on the one hand and problems of national and European representation and scope of governance on the other, in doing so comparing data at both the mass and elite level. A concluding volume summarizes the main results, framing them in a wider theoretical context.

It has been widely acknowledged that the process of European integration and unification was started and is still pursued as an elite project, designed to put an end to debilitating conflicts and rivalries by consolidating a common power base and by pooling Europe's economic resources. Nevertheless elites have remained the known unknowns of the European integration process. The present volume is designed to change this. Based on surveys of political and economic elites in 18 European countries, it is a comprehensive study of the visions, fears, cognitions and values of members of national parliaments and top business leaders underlying their attitudes towards European integration. It also investigates political and economic elites' embeddedness in transnational networks and their ability to communicate in multicultural settings. The book strongly supports the view of an elitist character of the process of European integration on the one hand, while challenging the idea that European national elites have merged or are even merging into a coherent Eurelite on the other. As the 11 chapters of this book show the process of European integration is much more colourful and even contradictory than concepts of a straight forward normative and structural integration suggest. In particular this process is deeply rooted in, and conditional on, the social and political settings in national contexts. The empirical basis for this book is provided by the data of the international IntUne project, which has for the first time created a comprehensive database combining coordinated surveys of Europe-related attitudes at the elite and general population level.

Despite its unequalled history of success, the European Union is still far from its citizens. In the aftermath of the failed referenda on the European constitutional treaty in France and the Netherlands in the early summer of 2005, the EU is facing a severe crisis of trust. Hence, the questions arise: how much pressure can the community tolerate in order to persist and what does hold it together in times of scarcity, conflict, danger, and threat? The contributions of this volume do not only provide a variety of conceptualizations of European identity in the broad field of social sciences such as sociology, political theory and international relations, but first and foremost intend to enrich the present research by offering new theoretical perspectives and recent empirical findings.

This wide-ranging overview of the processes of democratization in post-Communist Europe, places the transitions in East-Central Europe within a broad European and global context. The authors begin with a introduction to the concept and theories of democracy and then examine the emerging politics of the new democracies to set the post-Communist transitions in longer-term comparative perspective with earlier and existing processes of democratization in Southern Europe, Latin America, and East and Southeast Asia. Finally the politics of EU accession are introduced to place the transitions within the wider context of European integration. Concluding with a summary of recent critiques of modern democracy and looking toward future theories, this text provides a comprehensive introduction to what will remain the key contemporary issue for all students of political science.

For some years now, European citizens and politicians have increasingly sceptical views towards the European Union. The book examines the degree of Euroscepticism in the different member states and detects possible sources for Euroscepticism. On this basis the perspectives for the further development of the European Union can be discussed. The analyses address four main issues. The first issue focuses on the question of a European identity and the relation between European and national identities. The second issue analyses euroscepticism among European citizens. The third issue refers to the construction of euroscepticism in the mass media and the fourth issue draws the connection between euroscepticism and the party systems of different European countries. As a result of these four perspectives, a differentiated view of euroscepticism can be attained and the extent and possible sources for euroscpeticism can be established. In this light, a concluding discussion on the perspectives for the development of the European Union finalises the book. The global financial, economic and sovereign debt crisis since 2008 has led to increases in political disaffection among citizens, a loss of legitimacy of political institutions, the discredit of mainstream parties and the rise of extremist or anti-system political alternatives. This comparative volume sheds greater light on this critical juncture in the recent history of the European Union (EU) by focusing on the evolution of attitudes of national political elites. It examines whether the crisis has affected the legitimacy of the EU integration project as perceived by national political elites and, consequently, if the elite consensus that constituted one of the most solid fundamentals supporting that project has been eroded. Analysing these changes across the different dimensions in which support for the EU is organized and its relationship with the evolution of support towards European integration among citizens in member states, the book addresses a basic question: How have these events affected the perceptions of the EU of national political elites? This book provides an in-depth analysis of the ‘technocratic shift’ in ministerial recruitment, measuring its extent and variations over time in fourteen European countries. It addresses the question: who governs in European democratic regimes? Just a few decades ago, the answer would have been straightforward: party-men and (fewer) party-women. More recently, however, and in varying degrees across Europe, a greater proportion of non-politicians or experts have been recruited to government, as exemplified by the 2017 election of Emmanuel Macron to the French Presidency. These experts, frequently labelled “technocrats”, increasingly occupy key executive positions and have emerged as powerful actors in the decision-making process. This edited collection explores the contemporary debates surrounding the relationship between technocracy, democracy and political leadership, and will appeal to scholars and advanced students interested in these fields.
