Perfecting The Art Of Fisheries Learning Exchanges In The Eastern Caribbean

There is increasing awareness of the need for, and a growing movement to apply, the ecosystem approach to fisheries (EAF) and develop sustainable linkages between climate change adaptation (CCA) and disaster risk management (DRM). Fisheries learning exchanges (FLEs) can be useful for enhancing fisheries management that is guided by these concepts. In the Caribbean there exists little guidance on FLEs that focus on the concepts of EAF, CCA and DRM. Although best practices exist, guidance for designing and implementing suitable exchange programmes is almost non-existent. This report seeks to fill this gap by providing practical guidance. First, concepts are presented to underpin good FLE practices. Two case studies from the Caribbean are offered as examples of recent FLEs, with lessons learnt from the experiences. Next, guidelines for organising FLEs are outlined, followed by potential challenges and solutions to be considered. Finally, useful resources for additional practical guidance are set out with links for easy access.

This report presents the findings of the terminal evaluation of the regional project “Climate change adaptation of the Eastern Caribbean fisheries sector” (GCP/SLC/202/SCF, “CC4FISH”). The project was financed by the Global Environment Facility (GEF) and implemented and co-executed by FAO and regional partners from January 2017 to June 2022. The participating countries were Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago.

This Handbook examines the diverse ways in which climate change impacts Indigenous Peoples and local communities and considers their response to these changes. While there is well-established evidence that the climate of the Earth is changing, the scarcity of instrumental data oftentimes challenges scientists’ ability to detect such impacts in remote and marginalized areas of the world or in areas with scarce data. Bridging this gap, this Handbook draws on field research among Indigenous Peoples and local communities distributed across different climatic zones and relying on different livelihood activities, to analyse their reports of and responses to climate change impacts. It includes contributions from a range of authors from different nationalities, disciplinary backgrounds, and positionalities, thus reflecting the diversity of approaches in the field. The Handbook is organised in two parts: Part I examines the diverse ways in which climate change – alone or in interaction with other drivers of environmental change – affects Indigenous Peoples and local communities; Part II examines how Indigenous Peoples and local communities are locally adapting their responses to these impacts. Overall, this book highlights Indigenous and local knowledge systems as an untapped resource which will be vital in deepening our understanding of the effects of climate change. The Routledge Handbook of Climate Change Impacts on Indigenous Peoples and Local Communities will be an essential reference text for students and scholars of climate change, anthropology, environmental studies, ethnobiology, and Indigenous studies.

Drawing on a number of case studies from around the world, this publication considers how the local knowledge and practices of indigenous fishing communities are being used in collaboration with scientists, government managers and non-governmental organisations to establish effective frameworks for sustainable fisheries science and management. It seeks to contribute towards achieving the goal of establishing international responsibility for the ethical collection, preservation, dissemination and application of fishers' knowledge.

An approach that encompasses the human and natural dimensions of ecosystems is one that the Wider Caribbean Region knows it must adopt and implement, in order to ensure the sustainable use of the region's shared marine resources. This volume contributes towards that vision, bringing together the collective knowledge and experience of scholars and practitioners within the Wider Caribbean to begin the process of assembling a road map towards marine ecosystem based management (EBM) for the region. It also serves a broader purpose of providing stakeholders and policy actors in each of the world's sixty-four Large Marine Ecosystems, with a comparative example of the challenges and information needs required to implement principled ocean governance generally and marine EBM in particular, at multiple levels. Additionally, the volume serves to supplement the training of graduate level students in the marine sciences by enhancing interdisciplinary understanding of challenges in implementing marine EBM.

The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas. The next two sub-sections discuss markets and how to make them work for the poor, and the important issue of pro-poor financing systems and subsidies.
