Peacebuilding In The African Union

This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. The research for this book was made possible by a grant from Carnegie Corporation of New York.

The African Union was established in July 2002 by African leaders, evolving from the Organization of African Unity (OAU). However the idea of the African Union can be traced to the Pan-Africanist movement. Timothy Murithi looks at the emergence of Pan-Africanism and how it was institutionalized through the Pan-African Congress and the OAU. He argues that the African Union represents the third phase of the institutionalization of Pan-Africanism. The book examines the limitations of the OAU and discusses whether the African Union can adopt a more interventionist stance in dealing with peacebuilding and development in Africa. The volume assesses the African Union's peace and security institutions and analyzes how it is beginning to collaborate with civil society. It takes a critical look at the Union's New Partnership for Africa's Development (NEPAD) and argues that Africa needs to adopt a developmental and governance agenda that will be much more responsive towards improving the well-being and livelihood of its peoples.

This book analyses the role of the African Union and regional economic communities in contributing to peacebuilding in Africa. Big and small conflicts rage across the African continent, and this book argues that the African Union and the five regional economic communities have the potential to greatly contribute to peace and peacebuilding In Africa. Looking across the African Union and the five regional economic communities (the AMU, ECCAS, ECOWAS, IGAD, and SADC), the book considers in detail the organizations’ programmes, engagement, endeavours, success and failure of activities of peacebuilding in their respective regions. Overall, the book argues that an institutionalised and formalised relationship between the African Union and the regional economic communities would not only be decisive for the prospects for peace in the region but would also serve to strengthen the continent’s role on the global stage through asserting its agency, owning its agenda, and designing its own solutions and mechanisms for addressing problems. Drawing together an international team of prominent experts, this book will be of interest to researchers, policymakers, NGOs, activists, and regional and international actors working on African politics, security, governance, and economics.

This volume offers an informed and critical analysis of the operationalization and institutionalization of the peace and security architecture by the African Union and Africa's Regional Economic Communities (RECs). In creating this architecture, the African Union and the RECs tread new ground with potentially significant consequences to the lives and livelihoods of millions of Africans who are affected by war and armed conflict. In-depth, critical chapters inform, clarify and provide key points for reflection on the architecture as a whole as well as on each of the structures currently under implementation. The volume examines the institutions that will carry the mandate forward, raises pertinent research questions for the successful operationalization of the architecture and debates the medium and long-term challenges to implementation. African regional organizations have played leading roles in constructing collective conflict management rules for the continent, but these rules or norms have not been static. Currently, the African Union (AU) deploys monitors, authorizes peace support operations, and actively engages to resolve internal conflicts. Just a few decades ago, these actions would have been deeply controversial under the Organization of African Unity (OAU). What changed to allow for this transformation in the way the African regional organization approaches peace and security? African peace examines why the OAU chose norms in 1963 that prioritized state security and led to a policy of strict non-interference - even in the face of destabilizing violence - and why the AU chose very different norms leading to a disparate conflict management policy in the early 2000s. Even if the AU’s capacity to respond to conflict is still developing, this new policy has made the region more willing and capable of responding to violence. Nash argues that norm creation largely happened within the African context, and international pressure was not a determinant factor in their evolution. The role of regions in the international order, particularly the African region, has been under-theorized and under-acknowledged, and this book adds to an emerging literature that explores the role of regional organizations in the Global South in creating and promoting norms based on their own experiences and for their own purposes.

This book outlines challenges to the effective operation of regional economic communities (RECs) with regards to peacebuilding in Africa. Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. Focussing on inadequate technical capabilities, the complicity of state and non-state actors in conflicts within a region, the domestic politics of member states, it additionally addresses related theories and practices of peacekeeping, security, development, and the peacebuilding nexus. It also engages provisioning, regionalism, and regional peacekeeping interventions, the legal and institutional framework of RECs, and civil society and peacebuilding. Fundamentally, the book asks how effective the alliances and partnerships are in promoting regional peace and security and how much they are compromised by the intervention of external powers and actors, exploring new ideas and actions that may strengthen capacities to address the peacebuilding challenges on the continent effectively. This book will be of key interest to scholars and students of African politics and studies, peace and security studies, regionalism studies, policy practitioners in the field of African peacebuilding, and more broadly to international relations.

This handbook offers a critical assessment of the African agenda for conflict prevention, peacemaking, peacekeeping, and peacebuilding; the challenges and opportunities facing Africa’s regional organisations in their efforts towards building sustainable peace on the continent; and the role of external actors, including the United Nations, Britain, France, and South Asian troop-contributing countries. In so doing, it revisits the late Ali Mazrui’s concept of Pax Africana, calling on Africans to take responsibility for peace and security on their own continent. The creation of the African Union, in 2002, was an important step towards realising this ambition, and has led to the development of a new continental architecture for more robust conflict management. But, as the volume’s authors show, the quest for Pax Africana faces challenges. Combining thematic analyses and case studies, this book will be of interest to both scholars and policymakers working on peace, security, and governance issues in Africa.

An extensive analysis of the norms and legal institutions of the African Union and their relevance to Africa's quest for peace.

Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance.
