Peace And Security In The Western Balkans

This book outlines the main security threats, actors, and processes in the Western Balkans following the dissolution of Yugoslavia. Exploring the state of peace and security in the region it asks if a stable peace is achievable. The comparative framework explores state perspectives – from Serbia, Montenegro, Northern Macedonia, Bosnia and Herzegovina, Albania, and Kosovo – alongside military, political-societal, economic, and environmental security concerns. The interplay of international actors is also considered. Academics, scholars, and practitioners who deal with Balkan issues, either as a focus or comparatively, and have interests in security and peace studies will find the volume invaluable along with students of political science, security studies, peace studies, area studies (Eastern European studies and/or Southeast European studies), and international studies in general.

The Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict. Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices. Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

This volume investigates the role of the transnational terrorist and criminal organizations in the peace-building processes, with a particular focus on the Western Balkan region. Conducted within the framework of human security analysis, the research focuses on the security of the human being.

The region of the Balkans has become one of the emblematic features of the post-Cold War geography of international relations. Understanding the extension of the European zone of peace to the Balkans is at the heart of this pioneering work into the post-Cold War socialisation of the region. How is peace (i.e. a security-community-order) initiated in the Balkans? Who are the dominant agents of such peace-promotion? What processes suggest the initiation of (lasting) peace in the Balkans? Under what circumstances do regional states comply with international standards? Looking at the order-promoting processes of both the EU and Nato, Emilian Kavalski offers us the first detailed and theoretically-informed comparative analysis of the role played by external actors in the Balkan region as a whole. In doing so, he provides us with an insight into the processes of peace-promotion in general, and the patterns of security-community-building in the Balkans in particular.

This first thematic study of the Peace and Security series focuses on European Union (EU) peacebuilding efforts in the Western Balkans. The series will make an annual evaluation of EU performance in the field of peace and security in a specific geographical region. Examining EU engagement in the Western Balkans, the study assesses the extent to which the Union has been able to transform and strengthen the region's governance, economy and resilience. The study is organised around three key inter-connected (and at times overlapping) phases in EU post-conflict peacebuilding − stabilisation, state-building and EU enlargement − to explain the strengths, weaknesses and limits of EU engagement. It ends with an assessment of the new EU strategy for the Western Balkans and analyses the potential to remedy past deficiencies and help move the region towards genuine, inclusive and sustainable peace. A parallel study, published separately, provides an overview of current EU action on peace and security and of the outlook for the future. The studies have been drafted with a view to their presentation at the Normandy World Peace Forum, in June 2018.

This book presents new theoretical and conceptual perspectives on the problematique of building just and durable peace. Linking peace and justice has sparked lively debates about the dilemmas and trade-offs in several contemporary peace processes. Despite the fact that justice and peace are commonly referred to there is surprisingly little research and few conceptualizations of the interplay between the two. This edited volume is the result of three years of collaborative research and draws upon insights from such disciplines as peace and conflict, international law, political science and international relations. It contains policy-relevant knowledge about effective peacebuilding strategies, as well as an in-depth analysis of the contemporary peace processes in the Middle East and the Western Balkans. Using a variety of theoretical perspectives and empirical approaches, the work makes an original contribution to the growing literature on peacebuilding. This book will be of much interest to students of peacebuilding, peace and conflict studies, Middle Eastern Politics, European Politics and IR/Security Studies.

This open access book focuses on the origins, consequences and aftermath of the 1995 and 1999 Western military interventions that led to the end of the most recent Balkan wars. Though challenging problems remain in Bosnia, Macedonia, Kosovo, and Serbia, the conflict prevention and state-building efforts thereafter were partly successful as countries of the region are on separate tracks towards European Union membership. This study highlights lessons that can be applied to the Middle East and Ukraine, where similar conflicts are likewise challenging sovereignty and territorial integrity. It is an accessible treatment of what makes war and how to make peace ideal for all readers interested in how violent international conflicts can be managed, informed by the experience of a practitioner.
