This overview also presents a summary of each of the 15 Emergency Support Function Annexes and 8 Support Annexes including their purpose, capabilities, membership, and concept of operations. The National Response Framework (NRF) presents the guiding principles that enable all response partners to prepare for and provide a unified national response to disasters and emergencies – from the smallest incident to the largest catastrophe. The Framework defines the key principles, roles, and structures that organize the way we respond as a Nation. It describes how communities, tribes, States, the Federal Government, and private-sector and nongovernmental partners apply these principles for a coordinated, effective national response. The National Response Framework is always in effect, and elements can be implemented at any level at any time. This Overview supports and provides additional guidance concerning the Framework. In particular, this document focuses on the essential processes for requesting and receiving Federal assistance and summarizes the key response capabilities and essential support elements provided through the Emergency Support Function (ESF) Annexes and Support Annexes. The Overview includes the following topics: 1) Key Players: Organizations and entities that may either need assistance or provide assistance; 2) Federal Assistance: Descriptions of the processes for requesting and obtaining Federal assistance in support of States, tribes, local jurisdictions, and other Federal partners; 3) Emergency Support Function Annexes: Summaries of the 15 ESF Annexes, which group Federal resources and capabilities into functional areas to serve as the primary mechanisms for providing assistance at the operational level; 4) Support Annexes: Summaries of the 8 Support Annexes, which describe essential supporting aspects that are common to all incidents. The Framework also includes Incident Annexes that address specific categories of contingencies or hazard situations requiring specialized application of Framework mechanisms. The Emergency Support Functions (ESFs) structure provide the structure for coordinating Federal interagency support for a Federal response to an incident. The ESFs are mechanisms for grouping functions most frequently used to provide Federal support to States and Federal-to-Federal support, both for declared disasters and emergencies under the Stafford Act and for non-Stafford Act incidents. The Support Annexes describe how Federal departments and agencies; State, tribal, and local entities; the private sector; volunteer organizations; and nongovernmental organizations (NGOs) coordinate and execute the common functional processes and administrative requirements necessary to ensure efficient and effective incident management. During an incident, numerous procedures and administrative functions are required to support incident management. The actions described in the Support Annexes are not limited to particular types of events but are overarching in nature and applicable to nearly every type of incident. In addition, they may support several Emergency Support Functions (ESFs). Examples include public affairs, international affairs, and worker safety and health. The Support Annexes may be fully or partially implemented without the Secretary of Homeland Security coordinating Federal operations. The Incident Annexes describe the concept of operations to address specific contingency or hazard situations or an element of an incident requiring specialized application of the Framework. The overarching nature of functions described in these annexes frequently involves either support to or cooperation of all Federal departments and agencies involved in incident management efforts to ensure seamless integration of and transitions between preparedness, prevention, response, recovery, and mitigation activities. As of January 2008, the Incident Annexes published with the National Response Plan remain in effect.

The NRF, which focuses on response and short-term recovery, articulates the doctrine, principles and architecture by which our nation prepares for and responds to all-hazard disasters across all levels of government and all sectors of communities. The NRF is responsive to repeated Federal, State, local and private sector requests for a streamlined document that is less bureaucratic and more user-friendly. The latest public comment period for the base document of the NRF closed on October 22, 2007, and the comment period for the support annexes closed on November 10, 2007. This synthesis study is intended to provide a review of current airport and agency [primarily the U.S. Forest Service (USFS)] practices, policies, and procedures at airports called upon to support aerial wildland firefighting suppression efforts. Information used in this study was acquired through a review of the literature and interviews with ten airport operators (representing 13 airports), two commercial helicopter operators, and one regional fire center manager to gather insights on the current state of airport practices that support aerial wildland firefighting suppression efforts. The interviews followed a series of questions in areas such as community and economic matters, contracts, operations, and general business practices.
