This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.

All previous Biblical Hebrew lexicons have provided a modern western definition and perspective to Hebrew roots and words. This prevents the reader of the Bible from seeing the ancient authors' original intent of the passages. This is the first Biblical Hebrew lexicon that defines each Hebrew word within its original Ancient Hebrew cultural meaning. One of the major differences between the Modern Western mind and the Ancient Hebrew's is that their mind related all words and their meanings to a concrete concept. For instance, the Hebrew word "chai" is normally translated as "life", a western abstract meaning, but the original Hebrew concrete meaning of this word is the "stomach". In the Ancient Hebrew mind, a full stomach is a sign of a full "life". The Hebrew language is a root system oriented language and the lexicon is divided into sections reflecting this root system. Each word of the Hebrew Bible is grouped within its roots and is defined according to its original ancient cultural meaning. Also included in each word entry are its alternative spellings, King James translations of the word and Strong's number. Indexes are included to assist with finding a word within the lexicon according to its spelling, definition, King James translation or Strong's number.

In this paper the author offers a reprint of "Equality of Opportunity: The Making of the Americans with Disabilities Act" (July 26, 1997). This personal story is part and parcel of the ADA's (Americans with Disabilities Act) significance in the society. The ADA is a nondiscrimination law. It is a clarion call for transforming attitudes about disability. The ADA proclaims that all people, including people with disabilities, should participate fully in all aspects of communities and have opportunities to take risks, to succeed, and--yes--to fail. Equality of opportunity means having a chance to live independently and become financially secure, but it is not a guarantee. Understanding the history of the ADA is every bit as important as when "Equality of Opportunity" was first published in 1997. Arguably, the urgency is even greater now. Achieving equality of opportunity for people with disabilities depends in large measure on individual transformative experiences like the one the author had through writing the history of the ADA. Thus, the author hopes that this reprint of "Equality of Opportunity" enables more people to understand the ADA and the outmoded structural and attitudinal barriers it was meant to tear down. Strategic Defense Initiative examines developments in the technologies currently being researched under SDI. The OTA does not repeat the work of its earlier reports but gives special attention to filling in gaps in those reports and to describing technical progress made in the intervening period. The report also presents information on the prospects for functional survival against preemptive attack of alternative ballistic missile defense system architectures now being considered under the SDI. Finally, it analyzes the feasibility of developing reliable software to perform the battle management tasks required by such system architectures.
