Offense Defense Integration For Missile Defeat

A central theme of the 2019 Missile Defense Review is the desirability of integrating offensive forces with active and passive defenses. But what would the realization of such a comprehensive and integrated approach look like, and what would it require? Despite broad and sustained interest, little progress has been made in the actual integration of offenses with air and missile defenses, or even clearly elucidating and defining the concept. Thorough implementation of offense-defense integration for countering missile threats would touch almost every aspect of the U.S. military, including policy, doctrine, organization, training, materiel, and personnel. While desirable, complete integration down to the tactical level will be technically and operationally difficult to achieve. Even where possible, its realization will be neither rapid nor easy.

The National Defense Authorization Act of 2016 mandates a review of missile defeat policy, strategy, and capability to be completed by January 2018. This upcoming Missile Defeat Review (MDR) represents an opportunity for the Trump administration to articulate a vision for the future of air and missile defense. This collection of expert essays explores how the strategic environment for missile defense and defeat has evolved since 2010 and offers recommendations to help guide and inform the MDR’s development.

Despite the rising salience of missile threats, current air and missile defense forces are far too susceptible to suppression. Today’s U.S. air and missile defense (AMD) force lacks the depth, capacity, and operational flexibility to simultaneously perform both missions. Discussions about improving AMD usually revolve around improvements to the capability and capacity of interceptors or sensors. Rather than simply doing more of the same, the joint integrated air and missile defense (IAMD) efforts might be well served by new or reinvigorated operational concepts, here discussed collectively as “Distributed Defense.” By leveraging networked integration, Distributed Defense envisions a more flexible and more dispersible air and missile defense force capable of imposing costs and dilemmas on an adversary, complicating the suppression of U.S. air and missile defenses. Although capability and capacity improvements remain essential to the high-end threats, the Distributed Defense concept focuses on creating a new architecture for today’s fielded or soon-to-be fielded IAMD force to boost flexibility and resilience.

Regional Missile Defense from a Global Perspective explains the origins, evolution, and implications of the regional approach to missile defense that has emerged since the presidency of George H. W. Bush, and has culminated with the missile defense decisions of President Barack Obama. The Obama administration's overarching concept for American missile defense focuses on developing both a national system of limited ground-based defenses, located in Alaska and California, intended to counter limited intercontinental threats, and regionally-based missile defenses consisting of mobile ground-based technologies like the Patriot PAC-3 system, and sea-based Aegis-equipped destroyer and cruisers. The volume is intended to stimulate renewed debates in strategic studies and public policy circles over the contribution of regional and national missile defense to global security. Written from a range of perspectives by practitioners and academics, the book provides a rich source for understanding the technologies, history, diplomacy, and strategic implications of the gradual evolution of American missile defense plans. Experts and non-experts alike—whether needing to examine the offense-defense tradeoffs anew, to engage with a policy update, or to better understand the debate as it relates to a country or region—will find this book invaluable. "Within the strategic context of increasing capable threats and declining defense budgets, regional ballistic missile defense (BMD) plays a key role in protecting and advancing our national interests. However, this defensive capability is limited and has not kept pace with the increasingly rapid proliferation of regional ballistic missiles. This directly challenges the nation’s ability to deter and defeat aggression through power projection of our military forces. We must identify the ways and means to counter this imbalance or risk future erosion of our military effectiveness, diminished allied confidence, and unnecessarily shameful loss of life. The 2015 National Military Strategy emphasizes actions designed to improve the U.S. military’s agility, innovation, and integration through greater efficiencies and delivery of advanced military capabilities. Yet, neither the current ballistic missile defense strategy nor current processes align with the innovative slant of the Department’s latest overarching strategy. In a fiscally constrained environment, both require innovative thought and coordinated effort to efficiently resource future success. Current U.S. strategy to develop and field regional ballistic missile defenses, while a credible deterrent, is deficient and requires meaningful revision. In this detailed and balanced study, David Denoon assesses new types of short-range and intercontinental missile defenses. In the post Cold War era, two fundamental changes have made missile defense for the United States and its military forces more compelling: The United States and Russia no longer see each other as direct threats and there has been a dramatic proliferation of ballistic missile capability in the Third World. Consequently, U.S. forces deployed overseas are more likely to be at risk and, eventually, the United States itself could become vulnerable to missile threats. With these changes in mind, David Denoon analyzes the current BMD dilemma, arguing that active defenses against missiles should be seen as a form of insurance against catastrophe. He assesses the likelihood of missile attacks and the appropriate level of investment for the United States to defend against such attacks. The book provides an assessment of deterrence and the performance of the Patriot missiles during the 1991 Gulf War, critiques the Strategic Defense Initiative, and analyzes the prospects for new types of short-range and intercontinental missile defenses.
