Oecd Public Governance Reviews Anticipatory Innovation Governance Model In Finland Towards A New Way Of Governing

This report examined how Finland has been incorporating anticipatory functions within its governance system to deal with complex and future challenges in a systemic way. The report applies a new model of anticipatory innovation governance (AIG), developed by the OECD, addressing a considerable gap in prior knowledge and guidance on how governments prepare for unknowable futures.

This report presents a case study of applying the OECD anticipatory innovation governance framework to develop and manage anticipatory innovation ecosystems as vehicles for knowledge generation, innovation governance and co-ordinated action to achieve policy goals. Part I establishes the case for anticipatory innovation ecosystems and sets out how they can be governed through a multi-level approach.

Given the important role of strategic foresight in policymaking and resilience, the Government of Flanders has been taking steps to improve its capabilities in this area. This report outlines the main findings and recommendations of the OECD assessment of the strategic foresight system of the Government of Flanders. It includes a blueprint and roadmap for incorporating strategic foresight into the public administration of Flanders over the next five years.
