North American Integration And Policy Implications

This work explains the theoretical, historical and political background of the North American Free Trade Agreement (NAFTA), covering its impact and the debates surrounding its existence. The authors also introduce the theory of economic integration and post-war economic management.

The U.S.-Mexico and U.S.-Canada borders are the two busiest land crossings in the world. Canada and the United States are each other's largest trading partners and Mexico is America's second largest trading partner with trade between the two nations more than tripling since the start of NAFTA. The many immediate ripple effects of the terrorist attacks on the World Trade Center and the Pentagon included a dramatic tightening of North American border controls and a hardening of the policy discourse about cross-border flows. This is the first book that explores the implications of September 11th and the new war on terrorism for border controls, cross-border relations, and economic integration in North America. The volume makes a unique contribution to important scholarly and policy discussions over the meaning and management of borders in an increasingly borderless (regional and global) economy, and adds fuel to broader debates over the changing nature of borders and territorial politics in a radically transformed security environment.

This is an examination of both the advantages and the problems posed by the notion of a North American economic union. The course of events since the implementation of NAFTA has had unexpected elements with significant impacts on North American integration. First has been the rise of China as a larger source of imports and production partner than Mexico. Second has been the rise of security concerns since September 11, 2001. The result has been much stronger integration between Canada and the US than with Mexico. Migration issues are now linked with security, which has risen to a top priority in the international agenda. While liberalization has furnished strong economic incentives for integration, it has not provided a sufficient guide for the political process, which requires leadership and appropriate institutions to coordinate and regulate the special interest groups. A coherent and effective North American integration would be a valuable asset in the context of global integration and competition, yet the issues involved are quite complex and varied. North American Integration: An Institutional Void in Migration, Security and Development examines the current state of North American integration. Editors Gaspare M. Genna and David A. Mayer-Foulkes gather an international group of experts to give a broad, coherent picture of the current, multifaceted process of integration, and find that institutional development is an essential component. Divided into three sections, the book: - Discuss the determinants of integration and shows that the institutional characteristics of the three countries, including democracy and basic rights, are the most important. - Provides examples of institutional building in contexts for which institutions are lacking, specifically labor, migration and health issues. - Examines issues such as overall security arrangements, trade, drug related violence, energy, and the continuing wage gap among the countries, which have an important bearing on integration.

This paper presents the trade-in-tasks conceptual framework and extends it to allow for factors that are critical to the analysis of the development of North American industry (e.g., recognizing that Canada and the United States are both high-income nations while Mexico is not). It also considers the policy implications for the Government of Canada, identifying the policy levers and policy initiatives that should be examined to support the development of North American economic platforms.

This book contains selected papers first presented at the "Canada-United States Business Conference" held at the Kelley School of Business, Indiana University, on April 11-12, 2003. The set of 18 chapters in this book are grouped into three major sections. Part I deals with regional economic integration in North America, including papers on the strategies of multinational enterprises and exporting firms. In Part II, five chapters deal with financial integration in North America and the issues of a common currency.Finally, specific industry sectors and issues of public policy across the Canada-U.S. border are examined in Part III. They include: agriculture; softwood lumber; transportation; and electricity. The key issues of current interest and concern examined include: cross border trade and security - of particular importance in the post-9/11 environment; NAFTA at age ten; and the impact of the Free Trade of the Americas (FTAA) on NAFTA; and, the FTAA and civil society. The key policy areas discussed included regulation, labor mobility, productivity, and specific sectoral issues (energy, transportation, etc.). In addition to this examination of key research issues, authors also explore managerial and public policy implications of their findings.

Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

The proposed North American Free Trade Agreement (NAFTA) represents a historic change in relations among Canada, Mexico, and the United States. The effect of the agreement on the three economies has generated controversy and some degree of alarm within each country. In this book, noted trade and development experts review the available literature on the effects of NAFTA on the three member countries and the world trading system. They evaluate how NAFTA will affect areas such as economic growth, employment, income distribution, industry, and agriculture in Canada, Mexico, and the United States; and consider the significance the trade agreement holds for the rest of the world. Drusill K. Brown begins the discussion by providing an overview and comparison of the general results from recent studies. Raúl Hinojosa-Ojeda and Sherman Robinson explore in greater detail the potential effects of NAFTA on wages and employment in Mexico and the United States. Sidney Wintrab reviews industry-specific effects of NAFTA, in particular, the environment, the social agenda, and human rights and democracy. Finally, Carlos Alberto Primo Braga considers the implications of NAFTA on the rest of the world. Following each of these chapters, international scholars assess the alternatives and provide recommendations for future research.
